The Clerk of the National Assembly Sherlock Isaacs today declined the speaker’s request to convene a sitting of parliament on November 6.

Trotman in a statement said that the Clerk maintained his view that the Speaker lacked the authority to convene sittings of the National Assembly. Trotman noted that the roles of Speaker and Clerk are regulated by the constitution and it is the duty of the Clerk to convene the sitting. The Clerk has been of the view that the government has to set the date. Government Chief Whip Gail Teixeira has been accused by opposition Chief Whip Amna Ally of dilly-dallying over the setting of the date.

This is according to Cabinet Secretary, Dr Roger Luncheon, who told reporters today, Wednesday, October 29 that Cabinet has noted the Speaker’s inconsistent positions as it relates to who is responsible for setting a date for the National Assembly to reconvene.

As such, he revealed that government will make a decision by the end of the week as it relates to setting a date for the sitting.

Speaker of the National Assembly Raphael Trotman

this evening said that the nation faced

a β€œclear and unvarnished constitutional crisis”

after the Clerk of the National Assembly Sherlock Isaacs

today declined the speaker’s request

to convene a sitting of parliament on November 6.

 

 

Trotman in a statement said that

the Clerk maintained his view

that the Speaker lacked the authority

to convene sittings of the National Assembly.

 

Trotman noted that the roles of Speaker

and Clerk are regulated by the constitution

and it is the duty of the Clerk to convene the sitting.

 

The Clerk has been of the view

that the government has to set the date.

 

Government Chief Whip Gail Teixeira

has been accused by opposition Chief Whip Amna Ally

of dilly-dallying over the setting of the date.

 

Teixeira has not been available in recent days

to explain the continuing delay.

 

Observers say the government wants

to stave off a sitting

as it would likely see

an AFC  motion of no-confidence passed against.

 

The government appears to be holding out

for some deal with the opposition coalition APNU

which would put the no-confidence motion on the back burner.

 

In his statement,

Trotman invited all

β€œwell thinking Guyanese to join me

in examining all viable options

and avenues to break the impasse

in the interest of our beloved nation”.

Isaacs had stated publicly that under the Standing Orders (SOs) Speaker of the National Assembly, Raphael Trotman cannot convene the next sitting of Parliament but rather it is up to the government to set the date. His position differed from those of the previous and current er Speakers.

Other speakers were tools. This is a real speaker in a real speakers position for the first time in the history of the state.

 

Common sense should inform you that the President cannot be in control of the parliament according to the separations of powers.  Nowhere is it said the government should set the date. It states the speaker shall imitate the commencement of parliament by informing the clerk to common the parliamentarians. The dufus clerk, a soup slurped refuses.

 

Time to walk around him. Tell the Chat-3 to prepare a brief yo the PPP pocket judge. Even this time he cannot bail them out. Note they already tried to circumvent the independence of the judiciary by pretending it is their right to staff the place. These fellows are truly diseased!
