These people own and control the PPP until 2016.

Correction: That should read...the PPP will be elected by the people beyond 2016, after president Ramotar second term is ended in 2021.

Cobra, the PPP as a party is governed according to the Marxist-Leninist principles of democratic centralism. In 2 previous posts I explained the system in detail. When Bharrat Jagdeo became President, he quickly realized that the Gang of 8 had previously held a heavy sway over Cabinet appointments.

Jagdeo showed he was a big man by buying off most Exco and CC members with cushy OP and high government jobs. Having done so, he had a free hand to choose his Cabinet while the Gang of 8 became mere rubber stamps.

Donald, as you know, was handpicked and groomed by Jagdeo himself to be President. It's reasonable to assume that the Jagdeo beat goes on in President Donald's cabinet, with some safe variations from the Jagdeo method.
