PNC cops are thiefmen.

Cop caught with stolen phone after it vibrates in his crotch

A Tactical Services Unit (TSU) rank was reportedly exposed as a petty thief, after a phone that he had stolen from a colleague rang while the ranks were on parade.
The embarrassing episode started last Tuesday, when the constable saw the phone, which belonged to a TSU driver, in the barrack-room. He then stashed the device in his crotch before joining his colleagues on the drill square.
Unfortunately, the rank who had lost his phone borrowed a colleague’s device and dialed the number, while passing by the drill square.
Ranks on the drill square were reportedly shocked when the phone began to vibrate and ring in the culprit’s crotch. The device was quickly recovered and the culprit placed in custody.
On being questioned, the constable allegedly claimed that someone had hidden the phone in his crotch.
Kaieteur News understands that relatives of the detained rank have offered the victim a financial settlement. However, the constable is likely to be dismissed and placed before the court.

Looks like the PNC govt encouraging some major slackness as molestation of boys rise. Maybe they have many child molesters in their ranks who are immune to prosecution.

Molestation of young boys on the rise

– 17 cases in two months

It would appear as though reports of young boys being sexually molested are on the increase. Statistics emanating from the Childcare and Protection Agency (CPA) revealed this worrying trend.

CPA Director, Ann Greene

In just the first two months of this year, the Ministry of Social Protection has received 17 reports of boys being sexually abused.
The previous year, 2016, saw a total of 118 reported cases of boys being molested. This represents a troubling increase from the 108 reported cases recorded in the previous year. In 2014, there were a total of 60 reported cases of boys being sexually molested, with 80 in 2013, and 89 in 2012.
The majority of boys suffering from abuse in all of its forms, are between the ages of eight and 13. According to the January and February figures, a total of 130 boys who fall within this age range, were being abused in some way or the other. About 49 of the victims were ages 14- to 18-years-old.
Disturbing to note, is the fact that even the toddlers weren’t spared. Eighty-five of these boys were abused during the tender age of zero to three-years-old.
Director of the CPA, Ann Greene has indicated that these figures may just represent a fraction of the trauma being faced by Guyana’s children.
β€œThe irony of this is that, it is not the true picture, since child abuse is a hidden crime. This may only be a tip of the iceberg,” Greene told a forum recently held by the Rights of the Child Commission.
She explained that a number of cases go unreported, since some children literally do not have a voice.
β€œThey are either too young to report the abuse, and in many cases, they are reluctant to tell on the perpetrator, who is more often someone they trust and love,” Greene said.
She added that parents have proven to be a serious threat to their children’s health and development.
β€œβ€¦and the high incidence of child sexual abuse cases are cause for concern, because they do not correspond with the perpetrators being brought to justice.”
Between January and February of this month alone, a total of 765 cases of children being abused were recorded. Of this extremely troubling figure, 58 of these cases resulted in the intervention of the Guyana Police Force. However, only nine of these cases passed through the court system.

In 2016, there were 118 reported cases of boys being molested.

Although the unreported instances of children being abused may reflect an even higher and more disturbing state of affairs, Ms. Greene is warning against interpreting the increase in the number of reports, to mean an increase in the number of cases of abuse.
β€œMany times it just means that more people are aware of what constitutes child abuse, and are more active in reporting some of the atrocities committed against children,” the CPA Director said.
She explained, too, that the increase in the reports of boys being sexually abused also signals a shift in their behavioural pattern.
β€œWhat you would find these days, is that more boys are opening up. More of them are talking about their experiences and that kind of thing. A few years ago, it was more difficult for them to do so,” Greene noted.
She explained that while the number of girls being abused is significantly higher, young boys are also burdened by a lot of silent suffering.
In 2016, there were a total of 734 children being sexually abused. This figure reflects an increase from the 676 cases recorded in the previous year. Some 628 cases of children being molested were dealt with in 2014, followed by 670 in 2013 and a massive 753 in 2012. (Rehana Ahamad)

Woman arrested after allegedly attacking mother, stabbing brother to death

Controversy surrounds the death of a 21-year-old man who succumbed at the Georgetown Public Hospital Corporation (GPHC) yesterday, hours after being stabbed.

Dead: Vishaul Hansraj

The victim has been identified as Vishaul Hansraj, a trawler operator of Covent Garden Squatting Area, East Bank Demerara (EBD).
The young man was stabbed twice in the back around 18:00 hrs on Easter Monday.
Hansraj’s older sister was taken into police custody for attacking her mother, Sumintra Brijmohan, and inflicting a wound to her neck. The sibling is also being questioned about her brother’s death, even as her mother denies that the woman stabbed her brother.
Brijmohan informed investigators that while her daughter attacked her, she did not stab her brother. In fact, no one knows who stabbed the young man.
Investigators however believe that Hansraj’s stabbing is linked to his mother’s attack and as such, the young woman has been detained at the East La Penitence Police Station.
Brijmohan in an interview denied that her daughter killed her son. β€œNo, she didn’t stab him. We had a quarrel because I ask her why she drink (alcohol) and she picked up a knife and cut me on my neck, but it’s not deep,” the woman said.
The woman explained that after she was attacked, neighbours called a taxi for her to go to the Diamond Diagnostic Centre.
According to Brijmohan, while preparing to go to the hospital, Hansraj came home, covered in

The dead man’s mother, Sumintra Brijmohan

blood, claiming that someone stabbed him but he didn’t say who it wasβ€”the ground is not far from their home.
β€œHe say he can’t breathe and he gone die and we take him in the same taxi to the hospital. We don’t know who stabbed him and he didn’t see, because he say it was dark,” Brijmohan explained.
She related that her son left home early Easter Monday to go and lime at the Covent Garden ground with his brothers and friends.
β€œHe doesn’t stay one place, so his brothers them ain’t see anything. All we know is that he get in an argument with some boys and they stab he and he lil hot headed. If he and someone get it out, he does jump to fight,” the woman related.
Brijmohan maintained that she doesn’t want any story and that she is a poor woman. β€œMy daughter didn’t stab him.”
Police sources however said that neighbours have indicated that the young man was indeed stabbed by his sibling.
β€œThey are always fighting with each other,” the rank said they were informed, while adding that there is enough information to suggest that the young man was stabbed at home.
Investigation is ongoing.

However, Persaud immediately rushed to her defence. During a scuffle with the robber, the bank official was stabbed in the chest.
The assailant is believed to have panicked and abandoned the robbery bid. He escaped on a motorcycle that was ridden by another man.
In the meantime, his wife reportedly ran screaming to a nearby army base, but no one came out. She then went for help at a nearby hotel.
Relatives said that by the time Persaud was taken to the Lethem Hospital, he was dead.
Police in a statement said that Persaud, a Central Rupununi resident, was pronounced dead just after 2:30hrs at the hospital. He was bleeding profusely from a single knife-stab wound to the left region of his chest.

Persaud’s two boys are both said to be under five years of age.
There was an outpouring of grief on Persaud’s Facebook page yesterday with former classmates of his, from Abram Zuil Secondary School, Essequibo coast, expressing deep shock.

Alleged plot against President Granger…Probe stalled as cops fail to find man who claims he was hired

The police investigation into claims by a man that he was offered $7M to assassinate President David Granger has hit a snag.
Police have no idea where the individual who made the allegation might be.
The latest twist in the bizarre story was revealed yesterday by a senior police official.
β€œDespite diligent efforts to contact the complainant, based on advice by our Legal Officer, he wasn’t located. Efforts are ongoing to find him,” the official added.
Based on instructions by the Police Legal Advisor, investigators had intended to arrange a confrontation with the man making the allegation and an alleged eyewitness.
Police Commissioner Seelall Persaud had told journalists on Friday that police had hoped to receive legal advice on the matter early this week.
The Commissioner had said that β€œthe matter was investigated and sent for legal advice (and) we got advice today (Friday). There was a witness that the police contacted, who the Police Legal Advisor asked that we confront with the person making the allegation to  clear up some issues, and then to resend it (the file).”
He had also stated that the Police Legal Advisor was the best person to say β€œwhether the allegation can be proven, or whether there was mischief.”
The Top Cop and Minister of Public Security Khemraj Ramjattan have angrily refuted claims, allegedly aired by a television station, that police ranks were involved in the alleged plot.
They had threatened to take strong action against the television station. Ramjattan had said that such a report could constitute public mischief that could lead to prosecution, β€œand could lead to severe consequences about their licenses.”
Urging journalists to be responsible in their reporting, Commissioner Persaud recalled the genocide in Rwanda, which was triggered by unprofessional media reports.
It was during his weekly post-Cabinet briefing last Thursday that Minister of State, Joseph Harmon, confirmed that the Cabinet and the Guyana Police Force (GPF) were aware of the reported threat made against President Granger’s life.
Minister Harmon stated that the matter has been referred to the Police Legal Adviser, but declined to give further details, noting that an investigation was already underway.
β€œSecurity is not something you play with. The professional people know what they do and they put certain measures in place.”
The alleged plot was reportedly revealed when a man whose name was not disclosed was interviewed by HGP TV and a section of the footage was released on Thursday.
During the interview, the man who had no problems with his identity being known, detailed a plot in which he was offered $7M to kill Granger near or at State House, the official residence of the president.
The man claimed that he went to borrow $6M from a businessman, said to be a gold miner. Instead, the businessman offered $7M.
The businessman allegedly showed the person being interviewed a long gun and said it was to be used in the assassination. However, the man claimed he turned down the offer.
The police reportedly have been investigating the matter for a month now.
The man was reportedly picked up and questioned.
It was claimed that police officers and a businessman with links to the gold industry were said to be involved.
The man, who insisted that he has never harmed anyone before, said he was threatened with death by the persons who attempted to hire him.

Berserk man badly chopped after wounding neighbour

– had tried to burn down sister’s home

A mentally ill man is at risk of losing one of his arms after he was brutally chopped by relatives of another man, whom he attacked with a cutlass at Sophia yesterday morning.
Hospitalized in a critical condition are Paul Douglas, also known as β€˜Zeff’, who is of unsound mind and Calvin Mercurius.  Both of them are age 25.
Kaieteur News understands that Douglas who is in the habitat of β€˜smoking’ and threatening villagers had an altercation with one of his sisters during which he struck her with a bottle and promised to burn down the apartment she occupies at Lot 207 Seventh Field Section β€˜A’ Sophia. Around midnight yesterday, Douglas made good on that promise and set alight a mattress that was in his sister’s room on the ground floor of the two story premises.
The Guyana Fire Service responded promptly and the blaze was contained.

The room that was set alight

The circumstances surrounding the chopping of the two men are unclear but some reports indicate that Mercurius might have confronted Douglas after he set the room alight.
According to reports, the mentally ill man became angry when he was confronted by the other man and dealt him several chops about the body before the man’s relatives came to the victim’s aid. Based on reports, after the other man’s family realized the severity of the attack they attacked Douglas and dealt him several chops about the body.
The injured men were immediately rushed to the Georgetown Public Hospital Corporation (GPHC). From all indications Douglas got the worst of the altercation and chances are that his arm might be amputated.

The house where the chopping took place yesterday

Neighbours say that the man who has his β€˜moments’ will normally be in the area brandishing a cutlass and threatening to harm residents. Another neighbour said that Douglas was taken away many times by police because of his erratic behaviour but as soon as he is released from hospital he always returns home.
It was only yesterday that neighbours contacted the police after they became concerned by the man’s β€˜odd’ behaviour. When the police visited neighbours said that the ranks were unable to remove the man from the house and they subsequently left.

Shopkeeper suffers broken leg after allegedly pushed out police vehicle

– matter with Brickdam Complaints Department

A 46-year-old Albouystown shop-keeper has filed a complaint against two police ranks, who he claimed caused him to suffer fractures to his legs after they threw him out of one of their vehicle.
Sceon Grose, of Lot 137 James and King Edward Streets, Albouystown, alleged that the incident occurred last Tuesday.
Kaieteur News understands that the incident was reported to officers at the Police Complaints Department at Brickdam.
Grose said that he also returned to the station on Thursday, and provided a senior police official with the names of the two ranks.

The injured Sceon Grose

The alleged victim, who turned up at Kaieteur News on Tuesday last with his left leg in a cast, and a torn vest, said that his troubles began on Sunday when police ranks arrested a teenaged cousin, who had a dispute with a woman.
The ranks reportedly released the relative on Monday without charges.
But Grouse said that around 20.30hrs on Tuesday, about five police ranks in uniform, and a corporal in plainclothes, came to his shop and re-arrested the cousin.
β€œHe was scuffling and crying, and I said to the police, β€˜Let me go with this child.’”
According to Grouse, the ranks allowed him to enter their vehicle, but shortly after driving off, the driver stopped in James Street, Albouystown.
β€œThe vehicle stopped, one of them say β€˜How you were getting involved in this matter? Come off the vehicle.”
According to Grose, two of the policemen then hoisted him and tossed him out of the vehicle.
The shopkeeper said that he rolled into a gutter, and suffered injuries to his legs. Residents took him to the Georgetown Public Hospital, where an X-ray examination revealed that his left ankle was broken. He also suffered a broken right toe.
He received a medical document to submit to the police, after visiting the Ruimveldt and Brickdam Police Stations.
β€œI intend to carry this very far. I need to see some kind of justice,” he said.

A Brazilian national and his son were robbed at gun point by three armed men on Monday afternoon in front of their apartment at Fulton Court, Church and Irving Streets, Georgetown.

The son, identified only as Nathan, believes that they may have been trailed just after leaving a downtown gold dealership. This newspaper was told that the men fired a shot as they snatched his chain and two bags. The victims would not say what was in the bag, or estimate the cost of their loss.

The Brazilians had just pulled up in front of the apartment complex when the son observed a brown Toyota Corolla with three men inside parked behind his vehicle, and before he knew it a gun was being pointed in his father’s face.

β€œAs soon as I parked the car, I left the car and I noticed a brown Toyota Corolla vehicle parked behind me. There was a driver, there was a guy beside the driver, with a bandana, and a guy behind. The guy that was behind in the passenger seat stepped out real quickly and gun point to my father. Snatched my father’s bag, came back and snatched my stuff and ran away. While he was snatching my stuff, he came to snatch my gold chain and when he did so his finger got stuck in my T-shirt and a shot went through my t-shirt and then they left,” a traumatized Nathan said.

The men have since contacted the police and are hopeful that the bandits would be brought to justice and they could perhaps recover some of their property.

This is not the first time that such a robbery has occurred at the Fulton Court. Back in 2010, five Brazilian nationals and a Guyanese were attacked and robbed by three gunmen.

DEAD: Brian Charles Yearwood

TWO teenagers are in custody following the stabbing to death of a 16-year-old Covent Garden Secondary School student on Saturday night.
Dead is Brian Charles Yearwood of Public Road, Grove, East Bank Demerara (EBD), who met his demise while attending a concert at the Covent Garden Nursery School compound. The incident reportedly occurred around 20:00hrs.
Police say his 17-year-old assailant, believed to be a school dropout, is on the run.
According to the police, Yearwood was stabbed in the region of the heart by the other teen, who, after committing the act, ran from the scene.
The injured teen was rushed to the Diamond Diagnostic Centre, but it was too late. He was pronounced dead on arrival.

His mother, Beverly Yearwood , told this publication that it was only last September that her son, who previously attended Central High, was transferred to the Covent Garden Secondary.
The mother of five said she is puzzled as to what could have caused the other teen to react the way he did, as her son was not known to be a trouble-maker.
She had never received a bad report about him, she said; he was independent, hardworking and even helped around the house without having to be told, and without any fuss.
The last she saw of her son, she said, he was dancing while awaiting a minibus to take him to the fair.

β€œHe kept saying, β€˜Mommy, I have to go; I have to go,’” Brian’s mom said, adding:
β€œHe was laughing and dancing while telling me this; that was the last time I heard his voice.”
She is now calling on the police to ensure that the right person is held, and that he be made to face the full force of the law, so as to send a strong message to other youths who are inclined to be violent.

The lad’s grandmother, who also described him as peaceful and quiet ,said she was told that the perpetrator was earlier picking trouble with other teens at the event.
She, too, said she had never had a complaint about her grandson being a trouble-maker or being involved in any fights. Neighbours, too, said pretty much the same thing, and expressed surprise and shock at what had happened.
Reports are that an identification parade will be held with the teens who are being questioned by the police.
Yearwood’s body, meanwhile, is at the Lyken Funeral Parlour awaiting a post- mortem, which will be done on Wednesday. He leaves to mourn two sisters, two brothers and parents.

Several workers at a lumber yard at Zeelugt, East Bank Essequibo, were taken into custody following the discovery of a quantity of cocaine in several pieces of lumber that were being prepared for export.

The bust was made by members of the Customs Anti-Narcotics Unit late on Friday afternoon, after receiving a tip about the operation.

Upon their arrival at the lumber yard, a consignment of lumber was being processed to be transported; and upon inspection, the cocaine was found neatly packed among the lumber.

– body dumped in Roxanne Burnham Gardens

The body of a 27-year-old man was yesterday found dumped on Marigold Street, Roxanne Burnham Gardens, Georgetown, around 06:30 hrs, with a suspected gunshot wound to the back of the head.
The dead man has been identified as Roy Rowland called β€œGangster Roy”, a seaman, of 25 Castello Housing Scheme, La Penitence, Georgetown.
Investigators described the dead man as someone well known to them, and suspected that his death may be linked to a deal gone wrong between him and some other person.
β€œWe have the names of several persons that we are looking for,” one rank said.
The police said that a 9mm spent shell was found at the scene where Rowland’s body was discovered.
It is suspected that the father of two, with a child on the way, was killed somewhere else and his body was dumped where it was discovered, in the wee hours of yesterday morning.
Up to press time, investigators were looking for the individual who is believed to be the last person to see the seaman alive.
At the scene yesterday, villagers informed the cops that they did not hear any gunshots or any strange sounds.
In fact, residents living not far from where the body was found, said that there was no strange noise and suspected that the body might have indeed been dumped there after the victim had been slain elsewhere.
Crime scene ranks have not linked Rowland’s execution to a robbery, since nothing was taken from him.
Kaieteur News was informed that when the man’s body was discovered, there was a bottle in the hand, suggesting that he might have tried to use it to ward off his attacker.
Other than the suspected gunshot wound, there was no other marks of violence on his body.
At the victim’s home yesterday, family members were in tears as they alleged that the young father was brutally murdered by someone who is known to them.
β€œWe don’t know why they shoot he. We really don’t know, but is people who he know, and they got to answer,” they lamented.
His heavily pregnant wife, Shana, was not in a position to speak. She had to be lifted out of a car and taken into the yard.
Meanwhile, his father, Rowland Bentham revealed that early yesterday he was sweeping his front yard when someone approached him and showed him the picture of his son’s body on a phone.

Rowland’s wife, Shana and son.

β€œRight away I picked up my bicycle and go to Roxanne Burnham and I see him. After the police said that no one can go near the body, I went home and inform everybody,” Bentham said.
He added that he last saw his son around 21:00 hrs on Tuesday when he (Roy) left home to go and spend the night by his wife.
Bentham said the next time he heard about his son was when he saw the photograph of the young man’s dead body.
Another relative said she was informed that after the man left his father’s home, he went to pick up his wife.
β€œHe went to pick up his wife with the same taxi and like they (wife and taxi driver) drop he (Roy) off by some shop and when they were passing back, they called, and he told them that he wasn’t ready as yet,” the relative noted.
The woman further explained that as the young Rowland’s wife was heading home in the taxi, he called to inform her that he would be” making a spin” with a friend (name given) and as such, would return home late.
This newspaper was subsequently told that all calls to the young man’s phone after went unanswered. The cops are now looking to question that friend.
Roy Rowland would have celebrated his birthday next month.

A FISHERMAN who has been plying his trade for over 20 years is now dead after pirates attacked the vessel on which he was the captain and forced him and his two crew members to jump overboard Tuesday evening.

Dead is 44-year-old Mahadeo Ramdial called β€œChico” of Lot 146 Kilcoy Squatting Area, East Berbice. The attack took place at approximately18:30hrs in the Atlantic Ocean in the vicinity of Tain Village on the Corentyne. Ramdial’s body was discovered at around 14:00hrs on Wednesday entangled in a seine at the Rose Hall foreshore a few miles from where the fishing vessel was attacked.

On Tuesday evening, two cutlass wielding pirates attacked them, demanded their catch and took away their 40HP Yamaha outboard engine. The pirates then ordered the fishermen and the captain to jump overboard and after they initially refused to comply, they were beaten with the cutlasses and forced to jump. Police said that the captain received a blow to the head before he jumped.

Staffer charged with stealing drugs from Diamond bond

Released on bail Doquan Griffith

Doquan Griffith, 19, of Lot 41 Costello Housing Scheme, Georgetown was yesterday released on bail after he appeared before City Magistrate Leron Daly in the Georgetown Magistrates’ Courts, charged with stealing pharmaceuticals.
Griffith denied the allegation which stated that on May 17, last, at the Material Manufacturing Unit (MMU), East Bank Demerara, he stole four boxes of OnCall Plus blood glucose test trips valued $20,000 from the Ministry of Public Health.
He was released on $50,000 bail and ordered to return to court on June 2.
The defendant was represented by Attorney-at-Law Leslie Benjamin who asked that her client be released on reasonable bail. The attorney told the court that her client has been employed at the Ministry of Public Health for the past two years.
Police Prosecutor Sanj Singh objected to bail citing that investigations are still outgoing in the matter. The prosecutor further pointed out that should bail be granted there is a possibility that the defendant might not return to court.
According to the prosecutor, the defendant admitted to stealing the items in a caution statement.
Based on reports, police on Wednesday apprehended a minibus with staffers of the Ministry of Public Health’s Bond at Diamond, East Bank Demerara. A search was conducted in the bus and a quantity of pharmaceuticals was found.
This publication was informed that person or persons employed at the Bond were seen earlier in the day stashing a quantity of pharmaceuticals in a washroom in the compound.
After the police were alerted, they conducted a stakeout at the location and observed when a minibus in which the pharmaceuticals were eventually packed, left the compound of the Bond.
The minibus was later intercepted and a quantity of pharmaceuticals, all property of the Public Health Ministry, was found.
Reports are that over time quantities of pharmaceuticals were found to be missing from the Bond thus raising suspicions at the level of the Ministry.
The Ministry has been taking seriously the pilfering of its pharmaceuticals, a state of affairs that has been lending to a constant unprecedented shortage of pharmaceuticals and other medical supplies at several health facilities across the country.

GRDB forensic audit probe…Former chief, two PPP parliamentarians among six charged

By Brushell Blackman
Yesterday, six former board members of the Guyana Rice Development Board (GRDB) were slapped with fraud related charges and placed on $500,000 bail each for failing to make a proper entry into a register of a company with the intent to defraud $362M, from the entity’s Republic Bank account.
The prosecution case which was presented by Special Prosecutor, Michael Somersall, before Chief Magistrate Ann McLennan is that between 2012 to 2015 the six officials committed the acts knowing that it was contrary to the entity’s standard operating procedures. They were not required to plead to the indictable offence.
They were also ordered to lodge their passports with the police and report to the Special Organised Crime Unit (SOCU) every Monday at 9:00 hours. The matter will be heard again on June 23.
The six officials hauled before the court are former General Manager of the Guyana Rice Development Board (GRDB) Jagnarine Singh; former Deputy General of GRDB and People’s Progressive Party Civic (PPP/C) Member Madanlall Ramraj; General Secretary of the Rice Producers Association (RPA) and PPP/C Member of Parliament, Dharamkumar Seeraj; former Permanent Secretary of the Ministry of Amerindian Affairs and PPP/C Member of Parliament, Nigel Dharamlall; former General Manager of the Guyana Oil Company Badrie Persaud and the Deputy Permanent Secretary Finance Ministry of Agriculture, Prema Roopnarine.
The prosecution is alleging that between January 1 and December 31, 2012 the six officials, with intent to defraud, omitted or concurred to be omitted $77.3M from the general ledger of the GRDB’s Republic Bank account.
Similarly, between January 1 and December 31 of years 2013, 2014 and 2015 with intent to defraud the entity, they omitted or concurred to be omitted from the said Republic Bank account, $9.7M, $130M and $145M for the three respective years.
The prosecution was unable to move forward with its case yesterday due to β€˜voluminous’ statements that have to be photocopied and filed.
Prosecutor Somersall asked that bail be set a substantial amount due to the severity of the allegations.
Appearing for Seeraj, former Attorney General Anil Nandlall in his submission for bail said that the 50-year-old father of two is a well known public figure and a member of the National Assembly, therefore he posed no flight risks.
Nandlall also pointed out that his client has cooperated fully with SOCU. In addition, Seeraj and the other five officials have already paid a $100,000 station bail when the charges were first laid on Thursday.
The former AG questioned why only six persons from the 15-member board were charged and said he will explain at a later date why this is so.
It was the view of Nandlall that the charges are selective and vindictive and that the six officials should be released on their own recognizance. The former Legal Affairs Minister also questioned the need for the weekly reporting at SOCU, a move he likened to a β€˜throw back’ to school days.
After listening to the submissions Chief Magistrate McLennan imposed the bail and set out the conditions of the bail.
The six officials, who stood in the prisoners dock throughout the one hour court session, were then escorted down the stairs to the prisoners’ lockup and were placed with the other detainees in a cell to await the posting of their bails. The woman remained outside.
The PPP/C, in a statement, yesterday, said, Guyanese are witnessing the depths to which the Coalition government has sunk in continuing with its political victimization. The PPP condemned the move by SOCU to arrest and charge another two of its Members of Parliament and four other Guyanese citizens.
The statement further stated that the two PPP/C Parliamentarians and four others, who are perceived to be supporters of the PPP, were charged by SOCU last Thursday and arraigned in court yesterday.
However, SOCU itself had admitted that its investigations are incomplete and, as such, was unable to provide statements to the court. If its investigations are incomplete, on what basis were the six persons charged?
GRDB is the authority charged with overseeing the rice industry throughout the country. Upon entering Government in May 2015, the David Granger-led administration immediately ordered a number of forensic audits to determine the health of the state agencies.
With regards to the GRDB report, it was noted that over a three to four-year period, more than US$500M from the PetroCaribe proceeds (Venezuela rice-for-oil deal) would have passed through the accounts of the entity.
Among some of the β€œanomalies” found were loans without proper paperwork or promissory notes.
There were other instances of persons in the agency using GRDB’s money to trade in foreign currency.
The losses for the Government would have been significant, especially if the money was traded for less than it should have been.
The Auditor General and the forensic audit reports have all pointed to severe deficiencies in the manner the monies of the state have been handled by the entities.
Prema Roopnarine and Badrie Persaud were represented by Attorney-at-Law Sase Gunraj; Dharamlall and Singh were represented by Glen Hanoman while Ramraj was represented by former Minister of Education Priya Manickchand.

Despite all this happening, the police are yet to respond to a report Hines made against her neighbours. However, this newspaper learnt that ranks might have not responded because of the ongoing dispute between the two neighbours.

who invaded his Lot 3 Prospect, East Bank Demerara home during the wee hours of yesterday morning.
Heeralall Doobay, 46, has since been admitted to the Georgetown Public Hospital Corporation (GPHC).
Kaieteur News understands that around 02:00hrs, three bandits arrived at the premises on CG motorcycles. They reportedly gained access to the yard by scaling some very high zinc fences at the back of the premises.
Once in the yard, they broke the front and side doors to the lower flat of the two storey building and went into the man’s bedroom.
The bandits ransacked the home. It is suspected that Doobay ended up in a scuffle with one of the men during which he was shot to the stomach. It is still unclear if the intruders carted off any valuables.
When Kaieteur News visited the home, there was a pool of blood in the bedroom and trails of blood in the living room. There were also trails of blood inside the yard and on the parapet in front of the building. A board that was ripped out from the front door lay flat on the ground.

Biker Stephen Vieira, who was arrested on May 18 in connection with the recent Zeelugt cocaine find, was released on Monday without any charge laid against him by the Customs Anti-Narcotics Unit (CANU).

Vieira appeared before Chief Magistrate, Ann McLennan at the Georgetown Magistrate’s Court on Monday with his lawyer, Latchmi Rahamat during which CANU Prosecutor, Konyo Sandiford made an application for Vieira’s arrest warrant to be recalled. The warrant was issued on May 16.

Vieira was arrested at the Cheddi Jagan International Airport after arriving on a flight from Jamaica. He was detained by the police and later handed over to CANU. CANU issued a bulletin for Vieira, two days after finding $550 million worth of cocaine in dug out timber pallets that were being prepared for export to the US.

As investigations continue into the cocaine bust, race car driver Nazim Gafoor and his father Tazim Gafoor were released Thursday last, but are required to visit CANU headquarters on a daily basis pending the outcome of the investigations.

Sawmill owner, Narine Lall is still out of the jurisdiction. Man strips naked, vandalise Popeyes fast food outlet

A man supposedly in his 20s in now in Police custody following an act of vandalism committed on the Popeyes fast food outlet on Camp Street, Georgetown on Wednesday at about 18:45h.

Staff at the facility claim that a well-dressed man β€˜pretending’ to be talking on the phone walked into the fast food restaurant, then jumped on the counter and kicked over three juicers before stripping himself completely naked and continue his vandalisation of the premises.

The man vandalising Popeyes, taken from the video uploaded to Facebook

β€œAfter he kicked down the juice machines, he pull down the whole tray of chicken and then cuff up the monitors. Then he go to the cash register and pull out the cable. He then stripped naked and pull down the metal shelves,” a staff who was on duty at the time told this media house.

During the ordeal, the other staffers reportedly ran into the back of the kitchen and hid in the β€œchiller”, while four customers who were dining at the time left their meals and β€œran out the door.”

The security guard, who was then outside of the fast food outlet, reportedly whipped out his phone and contacted the police. However, by the time they responded, the man had left the outlet, still naked. Ranks reportedly caught up with him a short distance from Popeyes.

The man’s actions apparently stemmed from the Popeyes’ staff refusing to charge his mobile phone when he visited the place on Tuesday.

Nevertheless, after closing early on Wednesday evening, the popular fast food outlet was up and running yesterday (Thursday). Nothing was reported stolen, and the cost for the damages incurred was not disclosed.

Investigations are, however, ongoing

Bath family beaten, robbed; cars torched in bandit attack

The police are investigating the circumstances surrounding an incident in which a five-member family of Bath, West Coast Berbice, was on Sunday night beaten and robbed by three gunmen, and two motor cars in proximity were torched.
According to the female shop owner (who asked not to be named), she operates a grocery store and beer garden on her premises, and was in the shop around 22:00hrs (10pm), attending to two patrons. Her husband was at the time in the inner portion of the building sorting some bills to be dealt with the following day, while her two teenage daughters were watching television and six-year-old son was asleep.
It was then that three men armed with handguns entered the premises and began beating the two patrons.
After assaulting the patrons, two of the men proceeded to force their way into the dwelling via a side door, while the third man kept guard over the two patrons who were huddled in a corner. The men brutally assaulted the woman’s husband and two daughters before forcing them to lie on the floor and demanding that they remain quiet.
Amid threats to the woman, the men demanded money, telling her that they had information on her, and that she must hand over all the gold and money she had. All she could do was plead with the men and watch them ransack the shop.
The men eventually stumbled upon sixty thousand dollars in cash which she had in a purse, and they took away an undisclosed sum from the drawer where cash is normally kept.
The men also relieved each family member of whatever jewellery they were wearing, as well as five cellular phones.
According to the traumatized shopkeeper, everything happened very quickly, and the men left after spending less than fifteen minutes on the property.
The youngest of the family, the six year old boy, has been left traumatized by the ordeal, the shop owner said.
While the victims are happy to have escaped serious injuries, one of the patrons can count himself as being very unfortunate. Not only did the robbers use his car in their escape bid, the car was taken into the Hopetown cemetery and set alight. The burnt-out car was discovered early Monday morning with documents nearby conforming ownership.
When the police responded to the report of the robbery on Sunday night, they were on time to witness a car on fire a short distance away from where the robbery was committed, and it is believed that the gunmen may have used that car to get to their objective, and then set it on fire having accomplished their mission.
The police are continuing their investigations.

Decrease in crime due to multiple approaches by police – Ramjattan

Minister of Public Security, Khemraj Ramjattan, believes that the decrease in crime is as a result of three approaches adopted by the Guyana Police Force. The force has and continues to strengthen the approaches.

Public Security Minister Kemraj Ramjattan

Ramjattan said that increased community confidence in the work of the force, coupled with a greater focus on professionalism within the organization, and the providence of adequate resources to assist the force to fulfill its mandate is key to recent gains.
It was revealed recently, that for the period January 1 to May 12, last, 41 persons were victims of homicide, as compared to 55 for the same period in 2016. Comparatively, this translates to a 25 percent reduction, or 14 fewer victims for this year, when compared to the previous year, 2016.
β€œFurther, the statistics indicate a clearance rate for homicides for the year 2017 is at an all-time high which is 83 percent. This means that 83 percent of the murder reports received for the year were solved by the Guyana Police Force.
At the beginning of the APNU+AFC government’s tenure in office crime was one of the β€˜troublesome’ issue that had to be addressed. Many had even called for the removal of Ramjattan but he was adamant that the force has a plan to arrest the situation.

Community Confidence in Police
In a very candid interview Ramjattan said that while crime is continuously decreasing much more needs to be done in fighting crime. That aside, Ramjattan said that communities across the country have shown greater confidence in the police so information gathering which is critical to fighting crime is much better.
He said that it is no secret that in times past, persons were apprehensive about giving information to the police but this has changed. As a matter of fact, the AFC member said that communities are assisting the police by letting them know who is about to commit a crime or who has committed a particular crime.
And it is collaborative work like that is assisting the police in apprehending many criminals. Additionally, Ramjattan explained that the leadership of the force has been critical in augmenting the gains the force has made so far.
He said it was important that the police are allowed to do their work without any interference for anyone let alone the government. He said that since becoming Minister he has made it his duty not to micromanage the police force.
Ramjattan said that the law enforcement body has enough capable and qualified individuals to do its work therefore there is no need for interference.

Police Professionalism
An issue that has been a β€˜thorn’ in the side of this and previous governments is the professionalism or the lack of it, by some police officers. Ramjattan said that he is taking a β€˜no nonsense’ approach in this regard.
The Public Security Minister said that rogue cops will be dealt with swiftly and condignly since there is no place in the police force for such officials.
He said that there will be no leniency in dealing with corrupt police officers, β€œif they want to take bride, we will catch them in sting operations”. Ramjattan said that police officers who have a penchant for collecting a β€˜raise’ should know by now that they run the risk of being interdicted from the force for such behaviour.
There is also a more serious risk of them being placed before the court for such practices. Ramjattan said that β€˜every single’ complaint made against police officers will be investigated by the Office of Professional Responsibility (OPR).

Additional Resources
Another critical area according to Ramjattan is the amount of money being expended to ensure that police officers are properly trained and have the necessary resources to do their work.
He said that to date more than 200 police officers have benefited from overseas training to ensure that the force is on par with what obtains internationally. He said that Government has been supporting these training and will continue to do so.
On top of that, Ramjattan said that modern vehicles and weaponry have also assisted in this area.
He said that while the direction in which the police force finds itself is commendable, there are some issues that are still of concern to him and are being addressed.
One area that continues to be of concern to the authorities is the Stabroek Market Square. He said that plans are in train to place a number of additional close circuit television cameras (CCTV) in that area.
Ramjattan explained that once the funds become available, from the Inter American Development Bank (IDB) that government has approached, those cameras will soon be installed.
In the meantime, he is advising the citizenry to wear very little gold and other jewelry and to do more cheque transactions and avoid moving around with lots of cash.

The incident occurred at the family’s home sometime between 08:30hrs and 14:30hrs on June 1.

Daysha Halley told Guyana Chronicle that she and her husband Dexter Halley sell ground provision and would usually leave in the morning to go out with their canter trucks and return at the nights.

She explained that their home would be locked and the keys left with their eldest daughter 12 year- old Julita Hally, who attends a nearby Secondary School. After school, Julita would return to the family house, do her chores and take care of her 2 younger siblings aged 10 and 8 until her older brother returns from the Technical Institute at approximately 17:00hrs daily.

The emotional mother said that on Thursday when her daughter returned from school she found the door ajar and upon further investigations noticed the home was ransacked.

β€œWhen Julita come home and try fuh open the door with the key the door pitch open she go inside and see the backdoor open and when she go upstairs she see the whole house ransack,” said the woman.

The ground provision vendor said her daughter ran out of the home and started screaming, but waited on the bridge until her brother got home at 17:00 hrs as she was scared, did not know what to do. The 12 year-old girl did not have a phone to call her parents.

After her brother arrived home, he called their parents who rushed home. Upon arrival, Halley said she ventured inside to find her home completely ransacked and the canister which they have their savings emptied and left on the sofa.

β€œWhen my son call he say mommy! Mommy! Come home now something bad happen when I reach home I meet my canister, all documents and all them important papers gone… the canister was locked with two padlocks and them break it open them had to spend long inside the house cause
is every corner tumble and they had to make a lot of noise to break it open and still nobody aint hear nothing or see nothing”.

Halley related that some of the money stolen was saved for the purchase of a piece of land for her elder son, while the remainder would have been used to expand her business. The devastated woman called on the Guyana Police Force to conduct a thorough investigation so that the perpetrators can be brought to justice.

β€œ I deh doing this work for over 25 years and little, little we save, we started with a donkey cart and flambo light and then we buy a canter and now …all we savings gone”.

The bandits also carted off with 15 pieces of gold jewelry belonging to the family. It is believed that the bandits gained entry to the house by breaking a picket from the fence and then breaking the locks on the door to the lower flat.

Young bandits killing victims for gold jewellery a worrying trend

– senior police official

Police say they have observed what appears to be an emerging trend in which criminals are killing their victims for their gold jewellery.
β€œThe perpetrators are very young persons, and the confessions we get are almost identical, in that the suspects had their victims under surveillance prior to committing the act,” a senior police rank said.
β€œMore noteworthy is the fact that they targeted the victims for their gold jewellery and they were brutally murdered. The impression imposed by the suspects is that they are determined to get your property β€˜by any means necessary.’ In one case, the suspects confessed that they had earlier observed the victim wearing several pieces of gold jewellery. Hence they hatched a plan to rob him at his residence, and in the process he was shot and killed.”
The official also identified Haymant Persaud, the brother of Commissioner of Police, Seelalal Persaud, as a victim of robbers who were prepared to kill their target for his jewellery.

Murdered for his jewellery: Andre Alexander

Murdered for his gold chain: Beepat Taijram

Haymant Persaud, of Affiance, Essequibo Coast, was stabbed to death on February 19, allegedly by a 15-year-old, who relieved him of his gold chain before making good his escape in a bus. The suspect has been charged.
An even more recent target was Sophia bread vendor Andre Alexander, who was shot dead on May 5 by bandits at β€˜C’ Field Sophia, Georgetown.
β€œHe was observed wearing three gold rings…and like the other victims, he was targeted and killed in the process,” the police official said.
Police have charged two suspects with Alexander’s murder.
There are others.
On July 29, 2014, Bernadette Campbell, known for wearing lots of gold jewellery, was sitting in the front seat of a Plaisance-bound bus, when a passenger shot her in the stomach and stripped her of her jewellery.
Campbell succumbed almost three months after the attack.

Missing pensioner’s car…Con man caught…minus vehicle!

O’Neil Simon, the man accused of fleecing 72-year-old Sukdai Ramsammy of her blue Toyota Corolla, HC 5044, was yesterday nabbed by the police, but not with the woman’s vehicle. He is currently detained at a city police

station and according to a source, will likely be placed before the court and charged with fraudulent conversion.
The alleged victim, Sukdai Ramsammy, a resident of Sachi Bazaar Street, Prashad Nagar, told Kaieteur News that she placed an advertisement in a local newspaper in late March of this year for a hire car driver, since the vehicle was parked in her yard β€œdoing nothing”.
Ramsammy said that when Simon initially came he was accompanied by a young child and she thought that she was about to make a good decision. Simon reportedly told the pensioner that apart from plying the taxi trade, the only other business he would use the car for was to attend church and take his children to school.
Further, the woman said that she had anticipated that she would have used the money from the hire car to help with her medical expenses, since she has severe arthritis in the left knee.
An emotional Ramsammy said that she agreed with Simon that he would β€˜work’ the car and at the end of the week he would be expected to give her $15,000.
Things went well for the first two weeks, so much so that the woman even added Simon’s name to her insurance policy. It was at the end of that 14-day period that everything changed for the worse.
Simon stopped taking the elderly woman’s calls, and she enlisted her son to help in this regard. The son said that he managed to make contact with Simon, and was given all assurances that the car would have been returned.
The man said that after constantly calling Simon, he was instructed to uplift the vehicle, but when he and the pensioner went to the location provided, all they were confronted with was a track filled with bushes.

O’Neil Simon, the man accused of fleecing a 72-year-old woman of her car.

The man said knowing how the issue had taken a negative effect on his mother, he drove for a few seconds down the desolate pathway, but soon saw a group of men approaching with cutlasses and he retreated.
They soon left, and when Simon was contacted he told the woman’s son β€˜don’t call me back’. Not knowing what else to do, the woman said she went to the police and when she showed the ranks at the station the man’s photograph the policemen exclaimed, β€˜is dah thief you give your car mommy?’
The day after the story was published, a passenger who travelled with a hire car from the Stabroek Market car park, recognised Simon as the driver. The car (not the pensioner’s) was attached to a city taxi service.
β€˜A’ Division Commander Marlon Chapman was informed of Simon’s whereabouts and he arranged for two officers from Kitty Police station to accompany the individual who had made the report to the taxi base.
All this time, Simon was unaware of what was about to go down. He turned up at the base in good time after hearing about a potential Georgetown to Parika drop being requested.
When he arrived, however, he was promptly arrested and taken to the Kitty police station. He reportedly told ranks there that he no longer has the elderly woman’s car, since he parked it on a bridge in the Joint Services Scheme in North Ruimveldt. He claimed that he had called the woman’s son and informed him where the car was parked.
The pensioner’s son repeated the story to the lawmen that when he went to the location the car was not there, and instead, he saw men with cutlasses approaching, thus he quickly retreated.
Simon admitted that he should have taken the car to the pensioner rather than leaving it where he claimed he did. He explained that his only reason for doing that was because he had some outstanding money for Ramsammy and he had a minor accident with the vehicle.

Proprietor, Andrew Motiram, told Guyana Chronicle that he was informed of the incident by ranks of the police mobile patrol. He said he immediately visited the scene and was shocked to find his place opened and parts of the store ransacked with items left at the entrance.

This newspaper understands that after Constable McCallman noticed the suspicious vehicle, he decided to walk towards the business, and upon getting closer, noticed two men packing items into a burgundy car.

The getaway car which the bandits abandoned

As the cop got closer, he noticed one of the men pulling an object out of his waist and it was at this point that Constable McCallman fired two shots in the air. According to reports, the two men jumped into the vehicle and drove away. They left behind the third accomplice in the store, however he quickly emerged and ran through a street and despite the efforts of the police, the man escaped.

A mobile police patrol was informed of the incident and while heading to the location, ranks noticed a vehicle matching the description of the getaway car and decided to follow it. The chase ended at Reef Section, Rose Hall Town where the getaway car crashed.

The suspects exited the vehicle and made good their escape.  The abandoned car, PHH 3733, was subsequently pulled out by the police and the stolen items were recovered in the car .The car and the items are lodged at the Albion Police Station.

…open fire on Police during escape

A Triumph, East Coast Demerara family is now traumatised after armed bandits stormed their home on Friday night, robbing them of their valuables, but not before tying them up and terrorising them.
The incident occurred at sometime around 10:15h at the family’s home at Lot 9 Triumph Sideline Dam, Agriculture Road. The Police reported that three men, two of whom were armed with a handgun and a knife, confronted the family, holding them at gunpoint while ransacking the house in search of β€œmoney and gold”.
Harry Ram Bishundat, owner of the home, told Guyana Times that his son-in-law, his daughter, and his two granddaughters were downstairs at the time, while his son was in a room upstairs and he and his wife and grandson were in another room.
The gates were locked, but the bandits gained entry into the yard by removing several pickets from the fence at the front of the yard. A neighbour had seen the men removing the pickets and had thought a drunken relative of the Bishundat family was having difficulty accessing the yard. He was about to help, but when he realised what was transpiring, he retreated into his home and immediately summoned the Police.
In the meanwhile, the bandits pounced on Bishundat’s son-in-law, holding him at gunpoint as they escorted him into the downstairs quarters, which his wife and two daughters were occupying at the time.
One of the gunmen then proceeded into the upper flat, dragged Bishundat’s son out into the hallway, and held him at gunpoint.
Upon hearing the commotion, Bishundat’s wife got out of bed to investigate, and as she entered the hallway, she screamed when she say what was happening.
The gunman forced her to lie on the floor, but her scream had alerted her husband to what was happening.
The gunman then hit her son on the head with the firearm. By this time, Bishundat got up and went to the bandit, telling him to take whatever he wanted. The second accomplice then brought up the four other family members and put them to lie on the floor with the other three.
They then cut the telephone and computer cords, using it to tie up the family members. Afterwards, they started to ransack the rooms, confiscating cash, jewellery and a few cellular phones.
The bandits were by this time in the house for about 10 minutes. It is believed that the third accomplice was keeping watch, since Bishundat said he only saw two of them in the house.
Bishundat recalled that about five minutes into the search, one of the perpetrators turned to the other to inform him that Police were outside the building. The men left the home shortly after.
Bishundat said he heard a gunshot and told his family to get back down on the floor, since they were up trying to free themselves from bondage.
The man said that with the Police in front of the yard, the bandits attempted to scale the back fence in their bid to escape, but the fence collapsed with them. Police have since recovered a hat and a pair of slippers near the fence. The family also recovered one of their stolen cell phones in the yard.
While Bishundat is not certain who had fired the shots, he said that neighbours claim the first shot was fired at the Police from a car in which the bandits arrived on the scene, which was parked nearby.
The neighbours allege that after discharging a round at the Police, the person in the car drove away when the ranks returned fire twice.
However, in a statement, the Police said ranks of a mobile patrol responded to a robbery-in-progress, and upon seeing the police, the armed bandit β€œdischarged several rounds at the lawmen, who returned fire, but unfortunately, the suspects managed to elude the cops by scaling a southern fence and escaping.”
Up to press time, no arrests had been made.

…to be extradited to face fraud charges

FORMER accountant of the Guyana Rice Development Board (GRDB), Peter Ramcharran, was on Tuesday arrested by the Toronto Fugitive Squad, authorities here have confirmed.
Ramcharran, who has been charged jointly with several other former top officials of the GRDB, had fled the jurisdiction prior to the Special Organised Crime Unit (SOCU) instituting criminal charges. His arrest in Canada followed an extradition request which was made by the Guyana Government to their Canadian counterparts.

The Guyana Chronicle was told that Ramcharran will be subjected to a court hearing to determine the extradition request before he is sent back to Guyana. He is currently in police custody. Just recently, Chief Magistrate Ann McLennan issued an arrest warrant for Ramcharran, even as SOCU had made formal representation for him to be extradited to face the charges.
Head of SOCU, Assistant Commissioner Sydney James, had told the Guyana Chronicle that the arrest warrant was issued for Ramcharran on five counts of falsification of accounts. James had appeared before the Georgetown Magistrate’s Court to explain why an arrest warrant should be issued for the former accountant.

Ramcharran was responsible for β€˜signing off’ on a number of questionable transactions that were traced to the six officials who were recently charged and others caught up in the GRDB probe. Last week, five charges of falsification of accounts were filed and sworn to in court by an investigating rank; however Ramcharran was not present in court, since he reportedly fled the jurisdiction to Canada during SOCU’s investigation. But SOCU’s Special Prosecutor Patrice Henry had explained to Chief Magistrate Ann McLennan that the accused was informed about the court proceedings and was ordered to be present in court.

The magistrate had adjourned the matter until June 5, 2017 at 13:15hrs and ordered that the Head of SOCU be present at the next hearing to satisfy the court why an arrest warrant should be issued for Ramcharran.
The allegation was made against Ramcharran during SOCU’s investigation in which six former GRDB officials were charged and released on $500,000 bail for failing to make a proper entry into a register of a company two week ago.

The six officials charged are former GRDB head, Madulall Ricky Ramraj; former General Manager Jagnarine Singh; former GRDB board members Dharamkumar Seeraj, Badrie Persaud, PPP Parliamentarian Nigel Dharamlall and former Deputy Permanent Secretary (Finance) of the Ministry of Agriculture, Prema Roopnarine. During SOCU’s investigation, Ramcharran was found to have falsified accounts at the GRBD of over $400M between the years 2011 to 2015, while being the accountant at the company.

At this time, her father was chopping the woman; she got between them, but her father warned her to move.
β€œI became afraid. I had the baby in my hand. I recently delivered via caesarian section. I looked at my father. He looked strange. I decided to go. I hugged my daughter and ran, alerting neighbours of the tragedy as I fled. But no one went to her rescue as they were all afraid,” the distraught daughter said.
A neighbour, identified as β€œMiss Barbara,” said it was just before 09:00hrs when she her loud screams emanating from the couple’s yard.
β€œI looked through my door and I saw Drucilla running off with the baby, screaming loudly. I rushed to the house and I saw Goldburn chopping at his wife. I shouted at him to stop, and he told me to mind my own business. He later left the yard as the woman left bleeding ; but seconds afterwards he returned to the yard, picked up a bench and dealt her several lashes to her head before walking off with a rope,” Miss Barbara said.
The witness said after neighbours converged at the scene, attempts were made to arrest the suspect, but he fled towards the Canje river where he was seen plunging overboard.

ABUSIVE RELATIONSHIP
Meanwhile, Drucilla related that when she returned to the scene, she saw her mother’s bloodied body, and it was her step-grandfather who assisted in taking her to the New Amsterdam hospital where she was pronounced dead.
Further, this newspaper was told that the suspect, Goldburn December, was in the habit of abusing his wife, and it was because of acts of cruelty that he had left Guyana eight years ago. It was also revealed that eight years ago, Karamchand was in a relationship with someone else, who was also beaten by the suspect, resulting in criminal prosecution. However, the status of the matter is unknown.
Deported
Guyana Chronicle understands that in December 2016, the suspect had threatened to kill his wife, but the threats were not taken seriously. However, later that month, he was returning to Guyana from Suriname via overland, when he was intercepted by Surinamese police. A search was carried out on his personal belongings and it was discovered that he had a pistol concealed in a radio. The suspect was arrested, charged and was sentenced to six months imprisonment in Suriname. At the conclusion of his sentence, he was deported to Guyana in May 2017.
Upon his return home, the now unemployed man would allegedly attempt to make sexual advances to his wife, but an argument would usually erupt.

Dead: Isaiah David Smartt

-relatives believe he was β€˜sacrificed’

POLICE are investigating the circumstances surrounding the death of eight-year-old, Isaiah David Smartt, whose body was found by a relative in a shallow trench in Sophia, Greater Georgetown late on Tuesday afternoon.

Relatives believe that the F. E. Pollard Primary School student of Lot 148 Block β€˜E’ Plum Park, Sophia, died as a result of a β€˜sacrifice’ perpetrated by a female villager, whom they suspect performs β€˜spiritual works’ for material gains. As such, they are asking the police to look deeper into the boy’s death.

The lad was discovered missing from home since Monday when he left to go visit his sister, who lives a short distance away; he would take the same route (short cut) on a regular basis to go to his father’s residence.

Smartt’s eldest sister, Anisha Williams, told the Guyana Chronicle on Wednesday that her sibling visited another sister and then left for his father’s residence on Monday afternoon. She explained that another sister was supposed to accompany him but she fell asleep, thus he went alone.

Williams said her brother’s body was found in a shallow trench in a villager’s yard; she does not believe that he drowned as she noted he was an excellent swimmer. According to Williams, the family does not have issues with anyone in the village; she is baffled as to how he met his death.
Williams related that when Smartt’s body was found, family members broke down in tears at the scene but the suspect they have in mind in his death, told them that they [the family] β€œshould not make noise” because they β€œdid not have time for him.” The suspect then reportedly instructed the family to leave the scene.

Guyana Chronicle understands that Smartt’s body was found by his cousin, who decided to walk the same path the lad would take to visit his father.

Williams reported that the person they suspect in the death lives next door to their sister and they would like the police to talk to that woman because she is involved in β€œnasty wuk”, such as human sacrifices.

Meanwhile, Commander of β€˜A’ Division, Marlon Chapman told the Guyana Chronicle that Smartt’s body bore no visible marks of violence and was found at about 19:45hrs in approximately two feet of water in the trench.

He related that after the child left his sister’s house alone and did not show up, a search was initiated by relatives, who discovered his body and summoned the police. Chapman added that detectives, who visited the scene, spoke to several persons including, the relatives of the victim and they are awaiting a post mortem report to determine the path of the investigation.

At the F. E. Pollard Primary School, David Street, Kitty where Smartt was a student, a pall of gloom permeated the atmosphere as teachers and students received the sad news of his death on Wednesday. Grade Two teacher, Rhonda Estwick told the Guyana Chronicle that Smartt was a disciplined child but at times very chatty and was an average student, academically.

Smartt is survived by nine siblings and scores of relatives, including his parents. A post mortem examination is expected to be performed on the body on Friday.
