Dangerous power grabbing at the Ministry of the Presidency
Dear Editor,
It appears that the more things change, the more it remains the same.
Over the past few weeks, Guyana has been overcome with news of what is taking place at the Ministry of the Presidency.
Minister of State, Joseph Harmon, who is under the microscope, wears several critical hats. He is the Cabinet Secretary and the Head of the Presidential Secretariat, among other things.
Guyana has been expressing concerns over the last few years with the power consolidation that lies outside of the remit of Parliament.
We will not forget NICIL, the Lotto Fund, GFC and GGMC, CH&PA and the list goes of the parallel treasury that was run in such a criminal way by the previous administration.
There are several ministries with responsibilities for various sectors. There are reasons for this. There are experts and capacities there to handle the subject areas.
This administration, while campaigning in the lead-up to the 2015 general elections, promised to ensure accountability and transparency return to Guyana.
Yet we see a number of things happening that make one wonder if it is the same ole, same ole that President Granger is tolerating.
The Ministry of the Presidency has managed to shift a number of powerful agencies under its wing.
For example, the Office of the Climate Change is there. We see Norway expressing worry now and want that office to be removed and placed under the Ministry of Natural Resources.
We also see the Gaming Authority, the Guyana Lands and Survey Commission, and even Citizenship under the control of the Ministry of the Presidency.
Citizenship was taken away from the Minister of Public Security. So was the Perogative of mercy Advisory Council .What about the Lotto Funds?
These are key areas which should rightly fall under the various ministries.
President Granger needs to pay attention to these little details and the Alliance For Change, a coalition partner, should not remain silent.
