How is this regulation controlled.

I have used this service a few times but it is as though I am in Africa as barter and cash are the currencies used

Source for the info Bibi,picture of a page is not valid info,by the way Licence fee listed on your info presented is for Huckester who travels with a horse or other beast bearing or drawing burden.

You are busted again big difference Huckster Licences and Donkey Cart are two different licences.
