There needs to be the complete digital storage and digital archiving of government records at all levels of government in Guyana. These records should be easily accessed with computers by government employees. The creation of a special Ministry to do this needs to be done as soon as possible.

Good point Wally.
That would be money wasted. The Chinese would get the contract for the equipment, and the PPP will cash in. But none of the work will be done. That's as certain as night follows day.

Agreed. However, there should be audit trails. They need to know who are the people accessing the record and for what purpose. Most of those accessing the records should have no authority to update or delete any record. They would need to keep a tight rope on this(if implemented).

Skelly,features you sujested are easy to implement.
The PPP would never go for this. Openness and transparency are not in their playbook. They need to keep their crookish deals under the table in order to tief and maintain their lavish lifestyles.

I agree. I worked in IT for 28 years. One place I worked, some workers were let go because they had improperly accesses patients' records.

That would be the role of the new Ministry that is created. To ensure that the system is not abused by being an enforcer of the rules of confidentiality and to ensure that the system keeps up with the new and ever changing technology.
