Agreed. However, there should be audit trails. They need to know who are the people accessing the record and for what purpose. Most of those accessing the records should have no authority to update or delete any record. They would need to keep a tight rope on this(if implemented).

I agree. I worked in IT for 28 years. One place I worked, some workers were let go because they had improperly accesses patients' records.

They are waiting until they can get another Chinese loan to create another business option for another party official kid.

That would be the role of the new Ministry that is created.  To ensure that the system is not abused by being an enforcer of the rules of confidentiality and to ensure that the system keeps up with the new and ever changing technology.
