Ramjattan is responsible for this. He disbanded community policing from Indo communities and took away government issued firearms from them thus giving PNC thieves Licence to rob, loot and destroy Indos.

When Government lacks in providing security for the citizens,the people have a right to protect themselves,I lived thru the Kabaka days,we had a vigilante group that keep watch,it was our right as citizens to protect our community,we didn't depend on the GPF for full protection.

This is your answer, send unarmed community patrol against gunmen?  Back in your time the PNC did not share out guns. Now they have shared out guns to their supporters to rob Indians, this approach of unarmed vigilantee will not work.
