Ministry misled public over Fedders Lloyd bid

- company was eliminated in original tender process for failure to provide list of equipment

 

Under pressure to defend a MoU with Fedders Lloyd for the Specialty Hospital, the Ministry of Finance on November 28 stated that the company was the second best bidder and this is why it was approached, however the evaluation report obtained by Stabroek News shows that company was disqualified from the process.

When the contract was controversially awarded in 2012 under the PPP/C administration to Surendra Engineering Corporation Limited (SECL), it had been stated by various government officials that Fedders Lloyd’s bid had not been considered as it was unresponsive. Despite this publicly stated position, the APNU+AFC’s Ministry of Finance in its statement on November 28 sought to justify the MOU with Fedders Lloyd on the grounds that it was the number two bidder and that the procurement legislation permitted recourse to such a bidder in the event of failure surrounding the first-ranked bidder.

So various government officials stated that the company was unresponsive. That is a legal term for saying that they were unwilling to pay any bribes.
Baseman alleges however that the company failed to provide a list of equipment. How does Baseman know this? Was he one of the people who were soliciting a bribe from FL?

Stabroek News is publishing below the Tender Evaluation Report done in 2012 in relation to the Specialty Surgical Hospital which showed that Fedders Lloyd Corporation Limited was administratively disqualified. Only two companies were considered to have responsive bids: Surendra Engineering Corporation Limited, which was eventually fired, and Shapoorji Pallonji and Company Ltd.

In a statement, the Ministry of Finance had justified the recent Memorandum of Understanding with Fedders Lloyd for the Specialty Hospital on the grounds that it was the number two bidder. This is clearly not so as evidenced in the evaluation report.

Dumbass, look at the bids, Surendra did not submit the lowest bid. Also Surendra have no experience building specialty hospital but was awarded points. You MFs rigged the award. When Surendra failed  to deliver, the nincompoop Ramotar was ready to give it to Lloyds without calling for tenders. Go eat shit. This was another Fip scam on the populace.

Ajay Jha, a senior official of the contractor, claimed that ex-President, Donald Ramotar, and his administration were all set to offer Fedders Lloyd the project after the May 11 elections despite the firm being questionably disqualified in August 2012.

The magical question now should be - If Fedders Lloyd was eliminated from the bidding process, is the coalition still awarding them the contract?

Peep between your legs ask yourself that when Surendra failed to deliver, why the PPP/C and Ramotar was ready and willing to award it to LLoyds.
