If his hand got tired all he had to do was switch hands, it woulda felt as though someone else was doing it for him.

I would bag them. Wait until they are gone to work and then go empty all of it at the front door. If they say anything to you, just smile and say that you thought they wanted them.

Put the leaves in a bag. That is good fertilizer for plants and garden.

A leaf blower aimed at the leaves and toward his front lawn would do wonders.
In the beaches area (Queen East) leaves are placed loose at the curb, I don't recall seeing leaf bags when I worked around there.

My City used to send around the vacuum. That service is no longer available. The problem was that most of leaves ended in the sewer and caused blockages. We have to bag them and they only come around every two weeks.
To keep the peace, I would buy some bags and give them to him or go out when they are gathering the leaves and help bag them. A Corona beer can do wonders too.
