Former Comptroller of the then Customs and Excise Department, Clarence Chue died yesterday at a city hospital where he had been rushed.

His son-in-law and husband of his only daughter Shona confirmed his passing with Stabroek News yesterday.

He was 70 years old and was not ill except for “regular old age complaints”, his son-in law said.

Chue served as head of the Customs and Excise Department for over 10 years before its merger with the Inland Revenue Authority (IRD) to form the now Guyana Revenue Authority.  Ironically, the former head of the IRD, Khurshid Sattaur passed away on Tuesday.

Chue’s  controversial firing saw him hailed as a “fighter for worker rights” yesterday by veteran trade unionist  Lincoln Lewis as he reflected on how the “reserved and quiet” man was ousted from his office back in the late 1990s.

 “Clarence was a very cordial and jovial guy. Very reserved. I remember the period when he was kicked off his job because of politics. We interacted very well when the GPSU was part of this issue in and out of court. I remember the day he was returned to work; we marched down the road to take him back to his workplace and they tried to lock him out,” Lewis said.

“The representatives of the union and workers were determined that the order of the court be respected. While the government conceded within a short time they made every effort to make sure that he was without job and his post became redundant as they established the Guyana Revenue Authority. Clarence Chue’s career is a reflectiveness of the vindictiveness of politicians,” he added. The grandfather of four went into private accounting and auditing and worked independently until last year.

I worked at the Customs and excise Dept from 1968 to 1975.  At that time Corlette was my Comptroller. I do not know Clarence Chue.

I migrated a long time ago. But I had school friends who became customs officers and custom guards. They use to tell me some stories of what was going on. For example, leaving a person's shrimp cargo on the airport tarmac in the  sun if no bribe was paid. This man Chue was an honest man. You need a crook in charge to catch the crooks because he knows all the scams.

You point out where I am lying.  One of my classmates who worked for the Customs told me that. I will give you a bit of history. President  Franklin D. Roosevelt appointed Joe Kennedy (JFK,RFK father) to be the first Securities and Exchange Commissioner in 1934-35.  (Head of the SEC).  In charge of regulating Wall Street. Joe Kennedy was a big stock manipulating crook.  He was appointed to head Wall Street because he knew all the con schemes.  It takes a crook to catch a crook.

Then your classmate is a liar.  The comptroller is an administrator. He is not involved in the daily activities of collecting duties. He does not come in contact with the businessmen and their clerks.

The buck stops with the Controller.  He/she is ultimately in charge of things.  It is his/her job that will be on the line because he/she has to ultimately answer to politicians.

You are getting beyond yourself.  He answers what to politicians?   You obviously don't how the department is run. He is head of the department and is updated on everything.   He is not corrupt as your ignorant classmate claims...  Procedures are set in place for his deputy and 3 CEO's to follow.  He receives his authority from the Official Gazette after the laws are passed by the Parliament.

I said that Mr. Chue was an honest man. You are a nut if you think that the controller is not answerable to elected politicians so he/she better know what is going on at the ground level.

That has nothing to do with topic on hand.  Your friend said that the comptroller make demands from members of the business community. He is not in a position to do so and that is why I said that your stupid friend is a liar.  It does not matter whom he reports to.  The controller is only required to give answers on policy matters to authorised Personnel in the Government.
