Former GM of Rice Export Board to chair Rice Development Board

A new Board of Directors of the Guyana Rice Development Board (GRDB) has been appointed to guide the agency over the coming year so as to enhance the sector.

 

This was disclosed today by Minister of Agriculture, Noel Holder while addressing the opening of the first National Rice Industry Conference at the Arthur Chung International Convention Centre, Liliendaal, Greater Georgetown.

 

As per statute, the Board is comprised of farmer and miller representatives, a consumer representative, as well as representatives of the Ministries of Foreign Affairs (Foreign Trade), Finance and Agriculture and a representative from the legal fraternity. The General Manager will be an Ex-officio member of the board.

 

“In keeping with my remit, I am also pleased to announce the appointment of Mr. Claude Housty, former General Manager of the Guyana Rice Export Board as its Chairman,” Minister Noel advised.

 

Guyana has been exporting rice consistently for over 100 years.

 

Pledging the Government’s support to the industry, Minster Holder told the packed-to-capacity convention centre that the Government will continue to make investments that are necessary and fully support the agricultural sector.

 

“We will not stop here. Together, we will ensure that more markets are tapped in to with a view to Guyana’s rice being available worldwide. I implore all millers and exporters to let us collate our efforts and to partner with the government to ensure that we focus on finding and sustaining markets. Together we can achieve this — and indeed it’s a long road ahead, but some good work is already under way,” he told the conference.

 

The conference which is one of the promises made by the APNU+AFC was attended by President David Granger who delivered the feature address. Also in attendance were Prime Minister Moses Nagamootoo and other government officials. The activity was the first consultation with paddy farmers, millers and exporters who came from all the rice producing communities and regions in Guyana. It was held under the theme, “sustainable development amidst challenges”.

Sustainable development, "a loose catch phrase" used in the 1970's with absolutely no practical meaning and outcome.

As I said before, there will be many agencies and boards formed by this government which will have to pay out millions of dollars to have their members attending useless meetings. There will be no real progress.  Lots of jobs and no revenues.

GPL Deputy CEO for admin sent on leave after transferring $27M to personal account

The announcement was made this morning by Minister of Public Infrastructure, David Patterson.  The Minister made the announcement during the post cabinet press briefing at the Ministry of the Presidency.

GPL Deputy CEO for admin sent on leave after transferring $27M to personal account

The Deputy Chief Executive Officer for Administration of the Guyana Power and Light company Ash Deonarine has been sent on leave after it was discovered that he transferred $27 million to his personal account from the Petro Caribe money that had been transferred to the power company. Police investigators have also been called in.

One of GPL’s Directors, Carville Duncan was also paid $948,000 to his personal account from the same petro caribe money. Both transfers were done without the permission of the GPL management or board.

The announcement was made this morning by Minister of Public Infrastructure, David Patterson.  The Minister made the announcement during the post cabinet press briefing at the Ministry of the Presidency.

He said the discovery was made during the current audit of the Petro Caribe funds. According to the Minister, the Deputy CEO for Admin decided to transfer the money to his account as money owed to him since 2013 when he had lobbied for a raise of pay but that raise was never approved by the board. However, he told the auditors that Duncan who is a signatory to the GPL account, approved the payout.

The money transferred to Duncan’s account represented an increase in the payments to Directors that Duncan wanted but that increase was never approved by the board or the previous government.

The Auditor detailed his questioning of Duncan who he said at first claimed that the payment was approved by the Chairman of the Board. However, when contacted the Chairman of the Board denied. Duncan later reported that it was the CEO of GPL who approved the payout. The CEO also denied. Duncan then claimed that it was the Prime Minister but when contacted the Prime Minister also denied granting any approval.

When that was relayed to Duncan, it was reported that Duncan then claimed that it must have been former President Ramotar who was in office at the time. Both men have been asked to transfer the money back to the GPL accounts.

The Government has handed over its findings to the Police to begin a criminal investigation.  The board of the Guyana Power and Light Company is expected to be replaced by the end of this month when it expires.
