The Skeldon factory deal was arranged in a less than transparent manner. Jagdeo was president and guess who was Min of agriculture ? That factory was earmarked for an African nation which refused it after they did their research . Then it ended up in Guyana with the blessings of Jagdeo and his clique which included Robert Persaud , Maniram Persaud , Donald Ramouthar , etc. The substandard construction created a drain on the resources of GUYSUCO hence funds allocated for Wales was used to  " patch up "  the operations of Skeldon. The Brazilians offered help  but Jagdeo wanted to control the use of funds they were going to pump into the factory. He also didn't want the Germans because they wanted to control the management of their funding. The Chinese were not sop rigid because they had a long term goal.

Why don't you put some of the blame on those Chinese who built the factory?  They financed the factory and demanded the contract to construct it. With the exception of financing and construction everything about the factory is German. Had the Germans built the factory we would not have had this problem, however, the tough Chinese demanded they get it or else no financing from the China National Development bank.
