GDF has paid large sums, quite a bit of the total, to contractors for work that hasn't even been started.

This does not characterize all soldiers. You ignore the very pertinent fact that soldiers reflect the population from which they are drawn.

As far as Prashad is concern the Guyana soldiers do not get paid enough.  Guyana is a frontier country.  The jungles of Guyana have many hazards that can end a soldier's life.  That is why the French Foreign Legion train their recruits in the jungles of French Guiana. Prashad was in the wilderness of the American North West, apart from the freezing cold, bears, rattlesnakes, wolves and cougars that is nothing compared to the thick jungles of Guyana.
