Time to change the structure of the Commission ,free from political interference.

Nothing ever works if the intent is not to operate by the intent of the law. When the institutions charged with upholding and enforcing the laws then partner with those intent on breaking the laws, it’s a lost cause.

It does not matter what laws and rules you put in place if people cherry pick what and when to abide, then it’s the law of the jungle.

Maybe the only institutions are external, Carter Center or Caricom.

Non governmental org ,not more than one person from political parties.
