Gecom to be ready for local polls once notified of date

The Guyana Elections Commission (Gecom) would be ready for local government elections once it is notified of a date and money is released by the Finance Ministry, according to Chairman Dr Steve Surujbally, who said that no queries about readiness have been received from either government or opposition parties.

“The Guyana Elections Commission is fully prepared and committed to move formally into an elections mode immediately upon receipt of the appropriate advice from the minister responsible for  local government as prescribed in the relevant legislation,” Surujbally told a press conference yesterday at the Woodbine Room, Cara Lodge.

The Chairman was quick to point out that holding of elections by August 1 of this year has little to do with his organisation. “It is dependent on the passing of and assent to the relevant legislation followed by consultation with Gecom.

Those prerequisites are still not fulfilled to date,” he said. “It is a strange thing we are speaking as if we know there is going to be a local government election this year… As of today, March 13th, 2014, Gecom has not received any advice from the relevant minister.

We have also not received any query from any government official or any political party represented in the National Assembly as to the state of our preparedness for the delivery of local government elections,” Surujbally added.

PPP General Secretary Clement Rohee three weeks ago said that government-nominated commissioners were doubtful about the commission’s readiness to hold local government elections.

“We get the distinct impression from our commissioners that it doesn’t seem that they are ready for local government elections,” he had told a news conference.

His announcement came in wake of the opposition using its majority in the National Assembly to pass an amendment that calls for the holding of the polls before August 1, 2014. Government did not support the bill and President Donald Ramotar has not yet assented to it.

As was previously indicated by the Commission, Surujbally said Gecom has a draft work plan for the conduct of local government elections and it puts the timeframe for the conduct of the elections at 180 days commencing from the announcement of a date for the holding of local government elections by order by the Minister of Local Government and Regional Development. The draft plan is being reviewed constantly and contains several major statutory and administrative tasks, some of which will be implemented concurrently.

The Chairman added that the demarcation of all boundaries is expected to be completed by March 31, while noting that Gecom was using modern technologies to complete this task since gone are the days where areas were informally marked.

Surujbally added that education exercises are continuous as Gecom took the deliberate decision to have ongoing programmes publicising information about local government elections, with focus being placed initially on the new local government electoral system.

However, he said that the public education strategy will change focus in an intensified manner on the processes and procedures associated with the new system when a date is identified for the elections.

Asked how much money Gecom would need to facilitate the holding of local government elections, Surujbally explained that he did not have a figure at hand but he added that Gecom has already prepared various estimates and these will be sent to the National Assembly when a date has been set for the elections.

He said too that while a decision has not yet been made on the use of automatic ballot tabulation, he would like to have that system tested before trying it.

The vast majority of the populace is not prepared for the holding of local government polls by August 1st, according to Minister in the Ministry of Local Government Norman Whittaker, who says to go ahead would result in the waste of a lot of money.

Whittaker says that a lot more public awareness work has to be done so as to ensure that the public is knowledgeable and interested enough in the polls, which were last held in 1994.

This work is ongoing, the minister told Stabroek News, while also giving assurances that that he will give the order for local government elections when the Guyana Elections Commission (Gecom) says it is ready, and “when we are satisfied that the preparations are in place.”

The opposition recently used its majority in the National Assembly to pass an amendment that calls for the holding of the polls before August 1, 2014. Although government tabled the bill for the postponement of the polls to a date on or before December 1, 204, it did not support it as amended by the opposition.

Whittaker told Stabroek News that more public education is needed before he can give an order to hold local government elections. He said that if elections were to be held now, only about 30% of the population would respond. The minister says that Guyanese typically do not attach much significance to elections, even at the national level, and he expressed concern that local elections might be treated with even less regard.

Young people in particular, many of whom were not even born when the 1994 local government elections were held, know nothing of local government elections, he noted. As a result, he predicts a very low turnout if elections were to be held by August 1st, in keeping with the demands of the opposition parties.

Meanwhile, although Whittaker has been saying that he must await notice from Gecom to indicate its readiness to the ministry for local government elections before he determines a date, the Local Authorities (Elections) (Amendment) Act 1990, Chapter 28:03 suggests otherwise.

Section 35 (1), of Part Three of the Local Authorities (Elections) (Amendment) Act clearly reads: “An election shall be held on such day as the Minister may by order appoint.” Following the order, the laws state that the order must be published in the Gazette and a copy thereof published by the local authority to which it relates—Gecom, in this case.

AFC joins calls for local gov’t polls by August deadline

Opposition party AFC yesterday called for the run off of long-delayed local government polls by August 1, while accusing the administration of spreading misinformation about the nation’s readiness.

The call was made by AFC Vice-Chairman Moses Nagamootoo one day after Junior Local Government Minister Norman Whittaker declar-ed that the vast majority of the populace is not prepared for the holding of the elections by August.

Nagamootoo, however, accused the government of shedding crocodile tears and defiling the legacy of late President, Dr Cheddi Jagan, who he said would castigate them for not holding the polls in the 17 years since his death. “Everywhere, from our cities to our villages, our communities are in shambles and suffer from gross neglect,” he declared.

Pressure is mounting on both the government and the Guyana Elections Commission (Gecom) over the elections, which are now due by the August 1 deadline recently set by the National Assembly.

Although government has to set a date and Gecom has to work towards meeting it, senior government functionaries have hinted that Gecom might not be prepared for polls by the deadline.

Whittaker told Stabroek News that a lot more public awareness work has to be done so as to ensure that the public is knowledgeable and interested enough in the polls, which were last held in 1994. He suggested that calling polls now would see a very low turnout.

He said the work is ongoing and he would give the order for local government elections when Gecom says it is ready, and “when we are satisfied that the preparations are in place.”

Observers say Whittaker’s statement is completely without relevance or foundation and adds to the growing view that the PPP/C does not want to face local government elections for fear of heavy losses in key parts of the country.

On Tuesday, civil society bodies and key western missions called for steps to be taken to clear the way for the elections, which have not been held since 1994. Gecom, meanwhile, has thus far remained silent on the question of its readiness, although spokesman Vishnu Persaud recently said that it will be ready to hold local government polls 180 days after a date is set by the local government minister.

In a statement issued yesterday, Nagamootoo said the AFC commended the diplomatic community and civil society organisations for their forthright position in support of holding the elections by August 1.

At the same time, he said the party was calling on Gecom Chairman Dr Steve Surujbally to pronounce on Gecom’s readiness to hold the elections rather than allow contrary statements recently made by government spokespersons.

Recently, PPP General Secretary Clement Rohee said that government-nominated commissioners were doubtful about the commission’s readiness to hold local government elections. “We get the distinct impression from our commissioners that it doesn’t seem that they are ready for local government elections,” he had told a news conference.

Persaud had also indicated that Gecom is still engaged with the demarcation of boundaries, due to the “dynamic expansion of housing” in some communities, and to ensure that persons from these communities are guaranteed the right to contest and to vote at the elections.

Nagamootoo said the Gecom timetable and the issues of public education and the demarcation of new local government area boundaries were red herrings. However, in light of them he said the AFC was urging the holding by August 1 of elections, “as a viable start, in the existing NDCs [Neighbourhood Democratic Councils], which need no further demarcation and in the towns, including Georgetown.”

“We are against any political, bureaucratic and administrative humbugs that have jettisoned elections, due since 1997,” he added.
