CALLS from the Indian Arrival Committee for an immediate, impartial and independent International Forensic Audit of the May 11th, 2015 General and Regional Elections in Guyana have not been raised officially with the Guyana Elections Commission (GECOM). This is according to the Commission’s Chairman, Dr. Steve Surujbally, who added that the Carter Center, from which the IAC is seeking support to advance its call, has not contacted the Commission.


“The Carter Center has not approached GECOM,” he said to the Guyana Chronicle, in an invited comment.


However, Dr. Surujbally added that GECOM will act relative to an audit, or a recount, if the court calls for such a move.


“Anytime the law says you have to do it we will do it,” he declared.


In the meantime, the People’s Progressive Party/Civic (PPP/C) has publicly challenged the outcome of the May 11th polls and is currently in the process of petitioning the High Court.


The PPP/C has claimed that the problems in the electoral process include: the discovery of falsified Statements of Polls (SoPs); the refusal of GECOM to have public vetting of polling day staffers, many of whom were discovered to be activists of the political Opposition; misdirection by some GECOM staffers who advised voters; damaged stamps that saw some ballots not being properly stamped; persons without identification cards being allowed to vote even though their images did not match those in the files of GECOM staff; and the denial of proxy holders to use their proxies, among others.


Recounts were requested before and after the official declarations were made, but these were rejected. Also denied was the PPP/C request for the SoPs, Tally Sheets and a breakdown of results of each Polling Division or Ballot Boxes.


The current A Partnership for National Unity and the Alliance For Change (APNU+AFC) Administration scored a close victory in the General and Regional Elections with 207,200 votes, while the PPP/C secured the support of 202,694 Guyanese who cast their votes in support of the party.

Its true, a recount has to be done, especially when the results are so close. I don't think it will reveal anything new, but it will put this behind us, and the PPP should accept that the coalition won. However, Surujbally and that whole team has to be fired...GECOM has to become more professional.

While there were preliminary and unofficial indications, GECOM should have done a proper recount; with representatives present; to determine and declare the official results.

I am disturbed by your action  / in-action.

 

In any election system, whenever there is a close election, there is an automatic recount.

 

In the case of Guyana. there was an official request for recount yet you did not comply?

 

Why? Are you a new level of authority?

 

If the court orders a recount, I would suggest you recluse yourself from the process.

In the US system, there is an automatic recount when it's that close.

 

However, PPP is being obstructionist in wanting  a recount of everything.

The count after close of poll is usually very accurate and the PPP knows the real deal with the results.  The courts would be judicious in determining where recounts are needed.  Let the courts decide.

If it was true the recount would have been automatic?  What happened?  I don't believe this is true it has to be challenged in court before there is a recount.  This is my experience in New York.  Show me otherwise.

The PPP wants a recount to see where in their fixing the ballots did they go wrong.

Probably want to know which of their bimbos made the error so they can be bumped off, as they did to others before.

If it was true the recount would have been automatic?  What happened?  I don't believe this is true it has to be challenged in court before there is a recount.  This is my experience in New York.  Show me otherwise.

Whether in New York, other parts of the US_of_A, Canada, Britain, European countries, etc., when the difference in results in such a small margin, as in the Guyana elections, there is always a recount, with representatives present on that occasion.

 

Similar situations have occurred in Alberta, Canada and other parts of the world where elections were held within a week of Guyana's elections.

 

In Guyana one must recognize that the elections was for the Presidential position; based on proportional representation; identical to an election for a candidate for a political position in the first-past-the-post situation.

Surujbally was threatened by the PNC and that is why he did not order a recount.  It is his duty to perform a recount because of the irregularities

stated by one party.  I am now certain that the USA had something to do with the rigging.  USA overthrow governments all over the world.  Guyana was neatly done.  They probably thought that they get away with it but they are wrong.  Time will tell.

      Republican George Amedore has issued the following statment regarding the close election he is in with Democrat Cecilia Tkaczyk for New York's 46th Senate District. As of the end of the election night Tuesday, Tkaczyk held a lead of 139 votes, although absentee and affidavit ballots have yet to be counted across the five counties encompassed in the district.
      “This morning, we filed a show cause order in Montgomery County Supreme Court to protect and substantiate each and every ballot. We must institute safeguards to protect every vote in this process, which may take considerable time. Our campaign team implemented an ambitious absentee program in the early stages of this race. We firmly believe that once all the votes have been verified and counted, George Amedore will be the senator representing this five-county district. We will proceed with patience and confidence as this process moves forward.”

    Demerara Guy, this is the election I was thinking about.  It was very close; the difference was only 139 votes but the guy still had to go to court for a recount, which was ordered.  It is not automatic when it is less than 1%.  You still have to show cause.  If it was automatic the PPP would have already been in court to have it done...no other "evidence" would have been needed.

    After the initial results gave the edge to the PNC, the PNC then lined up their hordes of goons to wreck havoc should the results be overturned.  Regardless what "assurances" people like "redux" gave that no humans will be harmed, the sacking of GT and other places could not occur without empteen innocents of all races being harmed if not killed.

    there is no system of automatic recount as you folks are suggesting here. Of course each state has their own procedure depending on the elections commissioner. One saw that in Florida when gore lost by less than 500 votes and a denial of recount put 2000 mailed in ballots outside the deadline. Note the courts agreed and shut down lower courts decision to recount.

     

    Our laws do not have an automatic recount. It is the discretion of the Commissioner and he ought to have recounted on request. However, the PPP questioned some 43 ballots alone and a recount here would not statistically put them over the top if the were given all of those votes. Maybe they needed to have gone to courts immediately, file an injunction against declaration etc and let it be resolved by the courts. After all they had  a pocket judge on the high court who always ruled in their favor.
