General elections likely this year- Business Minister

Minister of Business, Dominic Gaskin on Tuesday disclosed that Guyanese might go to the polls later this year to elect a new government of their choice.

Addressing a forum on “Oil and Gas Development in Guyana”,  at the Houston, United States-based Rice University’s Baker Institute for Public Policy, he noted that elections are usually held every five years unless some constitutional provisions are triggered.

In that regard, he suggested that one of Guyana’s constitutional provisions appeared to have been activated and elections were likely to be held this year. “The last election in 2015 was an early election and it looks likely that we’ll be going into another early election some time this year,” said Gaskin who is a top executive member of the Alliance For Change (AFC) political party which is part of the governing coalition with the People’s National Congress Reform-dominated A Partnership for National Unity (APNU).

This is the first time since the no-confidence motion was passed last year that a Guyana government minister has hinted that general elections would be held in 2019.

In recent weeks, AFC and APNU ministerial teams, clad in party-branded clothing, have been on outreaches in Linden as well as the Rupununi Region that is inhabited by mostly Amerindians. Gaskin noted that Guyana’s largely race-based political landscape and winner-takes-all system leads to concerns about neglect and marginalisation by the party in government , but parties were increasingly targeting Amerindians and Guyanese of mixed ancestry. “We live with this constant anxiety and I’d like to think that this is improving with each successive election because our Indiegnous and Mixed Race populations  are growing as a percentage of the whole and this now makes it imperative for any political party seeking election to appeal to more than a single ethnic group,” he said.

The Business Minister’s comments came against the background of the 65-seat National Assembly passing a no-confidence motion on December 21, 2018. Since then, the High Court’s decision that the no-confidence motion was validly passed by 33-32 votes has been appealed in the Guyana Court of Appeal and is likely to head to the Caribbean Court of Justice (CCJ).

The Guyana Elections Commission (GECOM) was Tuesday expected to set firm timelines for conducting house-to-house registration to remove the names of dead persons and migrants and facilitate the internal migration of others.

The governing coalition and its three election commissioners have been pushing for house-to-house registration, while the opposition People’s Progressive Party (PPP) and its commissioners had been insisting that elections must be held with the current voters’ list- which expires on April 30, 2019- within the 90-day period after the no-confidence motion was passed.

President David Granger and Opposition Leader Bharrat Jagdeo would have ti agree to extend the deadline by which elections would be held and approve funds for those polls.

The event is being co-sponsored by Bank of America, its wealth management division, Merrill Lynch, TOTALTEC and the Guyanese-American law firm, Hughes, Fields and Stoby.

@Former Member It sounds as if APNU(PNC) are banking on the the current voters list expiring, so by default the elections are delayed as GECOM insists that a new one will take 9months(ish)

So question...what if they do call the election now but insist on a new list what’s the scenario then?

So it was written, but so shall NOT be done. If I get a dollar each time you repeat yourself of on parliament and law of the land, I would be a rich man today.

Not going to happen because the PPP hasn't even revealed who their PM candidate is.

They have no power under the constitution to make such calls/decisions.

The fundamental issues are ...

1. No-confidence motion approved; hence elections; at the latest; around March 20, 2019.

2. Extension beyond the three-month period from December 2018, when the no-confidence motion was approved, can only be granted with the approval of; at least; two-thirds of all MPs.

3. There are no ambiguities regarding Section 106, subsections (6) and (7) of the Guyana Constitution.

Section 106, subsections (6) and (7)

(6) The Cabinet including the President shall resign if the Government is defeated by the vote of a majority of all the elected members of the National Assembly on a vote of confidence.

(7) Notwithstanding its defeat, the Government shall remain in office and shall hold an election within three months, or such longer period as the National Assembly shall by resolution supported by not less than two-thirds of the votes of all the elected members of the National Assembly determine, and shall resign after the President takes the oath of office following the election.”

Under Burnham's constitution that you seem to think is so sacred. It should be evident by now that this constitution has great weaknesses and so should be worked on by the population at large.

THAT is the constitutional crisis.  Not Jagdeo's desperation to be in place when the first oil revenues pour in.

The PPP isn't ready.  There is Irfaangate with his possibly fake degree.  Jagdeo is still way too visible given that he isn't the presidential candidate.  And the PPP hasn't chosen their black stooge for PM yet. Maybe they are trying to see if they should even bother with one, given that the last two didn't deliver the numbers of black votes that the PPP will need to be guaranteed a large margin of seats.

Guyana Constitution was made when Forbes Burnham "miraculously secured" far more than two-thirds of the MPs in parliament for the PNC.

Indeed, the major changes which are needed requires as a minimum the support of, at least, two-thirds of all MPs.

When the PNCR lost the election in 1992, the number of MPs was in the 50's primarily for the PPPC and PNCR.

And this event which occurred when PPP strongholds voted en masse for this constitution is one that you take seriously.

The constitution was set up using fraud to suit Burnham's purposes and the result is that Guyana is still waging a slow burn civil war that began almost 60 years ago.  It remains the laughing stock of the Caribbean, despite its large natural resource base and its low population, meaning that unlike other Caribbean nations, Guyana has vast room for expansion.  Name any indice of socio economic development within CARICOM and we only beat Haiti.

The constitutional crisis is that we still use Burnham's rag and treat it like a sacred text.  If it is seen as being so inviolate then why will anyone move for it to be changed.

And its not the mere document which needs to be reviewed but also the structures of governance and safeguards to force inclusionary rule.

Jagdeo rushing to win an election is NOT a priority.  Changing the way that Guyana is governed is.

And this 2/3 of the MPs is Burnham nonsense which was engineered to guarantee that the constitution would never be changed. 

It should also not be up to MPs for these changes to be made.  It should be a commission of nonpartisan entities representing a wide cross section of Guyana's ethnic, geographic, gender, religious, occupational and social class diversity which should spear head the changes.

All the MPs need to do is to vote to allow this entity to begin its work.  THAT should have been what the NCV should have been about.  If Jagdeo tabled a motion for this and the Coalition refused for this to be voted on THEN he should have moved for an NCV.

So the PPP wins and then what?  Guyana is a divided nation with two large groups, both feeling excluded and distrusting each other.

So what does winning an election do?  Its been 27 years since 1992 and Guyana still trails the rest of the English speaking Caribbean in every index of socio economic development. 

Some one wrote a letter in KN whining about why Bajans and Bahamians don't need visas to visit Canada or the UK and are treated more respectfully by the USA when they apply for visas to that nation.  The writer was so insulted that tiny places with no resources get better treatment.  Well fewer people from those countries want to jump visas and in fact Guyanese have been known to try to stay illegally in both places as well. 

Trinis working in Guyana's oil are paid more than Guyanese doing the same jobs (though presumable less than US workers would be).  This shows that Guyana is still at the bottom of the labor table.

Gaskin finds himself in America so he skont knows that he cannot tell America that his government plans to become an illegal government. Why didn’t he Parrott what the other Coalition government fools have been saying in Guyana?

He has been undergoing a number of medical tests and News Source understands that the Doctors believe that he might have suffered a suspected heart attack after his blood pressure soared extremely high.

Lowenfield reportedly visited the Georgetown hospital yesterday before he was transferred to the Caribbean Heart Institute.

News Source understands that it is unlikely that his ailment will require any major surgical procedure. However, he will remain hospitalised for another two days for observation purposes.

Lowenfield, who is known to suffer from hypertension, had been advised by Doctors recently to slow down the pace of his work and get more rest.

But with possible early elections this year and several meetings of the Elections Commission, he has been hosting several meetings with his secretariat and also meeting with the Commission on a regular basis.
