1 . The opposition in Guyana were unhappy with the Government's performance , so they looked in the pages of the Guyana (2001)constitution and found that they could remove the Government by voting a No Confidence motion against the Government....
BAM, THE government would have to resign and call elections in 90 days. (The opposition was setting the national agenda). Or so they thought .

2. The Government looked in the pages of the same Guyana (2001)constitution and found that there was a clause which give the president the power to suspend the parliament for a maximum of 6 months . Recall parliament when he chose , then he could immediately dissolve the parliament and set an election date. 
( in effect taking back control and setting the national agenda ) all of his actions are lawful and are catered for in the constitution.

Where, how , why , when was the President acting undemocratic and Dictatorial.

Leroy Nelson Gerry, it might come as a shock to you, from 1933 to 1939 Hitler acted legally, not democratically. Likewise, in the USA, the constitution legally prescribed blacks as property and not persons. Moreover, during World War II, Japanese Americans were legally removed and held in detention camps. All legally permissible, but, undemoctatic.
