The entire notion of paying people not to be corrupt is a most absurd one. When will it end? When will they ever stop demanding more because the temptations are increasing? How does such a reward system, absent performance and competency, ever deliver anything for value?

Paying people not to be corrupt is nonsense, people will always spend and want more.  However, civil servants need to earn a decent salary within the context of the local reality and setting.  The Govt needs to establish a "value at stake" culture and this, along with a decent salary, will go a far way in stemming corruption.
