In economics lesson number one is RESOURCES ARE LIMITED.  You have to live within your means.  Guyana has a fake economy driven by the underground economy and remittance from the diaspora.  As a result, the cost of living is extremely high in regards to the economic potential of the country.  

As an aside, if they curb the drug trade remittance will plummet.  I believe that the huge increase in remittance that started under Jagdeo (Ramesh Ganpat letter in SN gave the period) was due to the smugglers converting money in the USA and sending it back to themselves in Guyana.  That's my hunch. Cash jet pilot was doing that in the USA in addition to trying bring huge sums in by his private jet.

Anyway, does everyone need more money to meet the standard of living in Guyana? YES

Paying people not to be corrupt is nonsense, people will always spend and want more.  However, civil servants need to earn a decent salary within the context of the local reality and setting.  The Govt needs to establish a "value at stake" culture and this, along with a decent salary, will go a far way in stemming corruption.
