The Ministry of Housing will be allocating 449 houselots in Plantation Farm on the East Bank of Demerara to house approximately 1840 persons.

The housing scheme was been developed at a cost of 845 million dollars and to date 75 percent of works have been completed.

Today’s one stop shop, which was the tenth for this year saw a number of those lots being given out.

Housing Minister Irfaan Ali reported they have now surpassed their projection to give out 6000 houselots on the East Bank of Demerara to actually giving out 7500 lots.

Meanwhile, in addressing the young people’s concern that they do not fit into the current program, Ali said the ministry has a comprehensive strategy to cater to the needs of young professionals.

 When are they giving the Amerindian Titles to their lands? For one who intensively support the Palestinians why not our native "Palestinians at home" The above is like the Israeli building settlements while the owners of the land are still to get their own.

The Amerindian Act, 2005 provides for, inter alia:

Grants to communal land. Unlike the old Act, the new Act includes a process for the granting of land. For instance, a community can apply for land once they can prove that they have been living there for at least 25 years and the Minister must commence an investigation and make a decision within 6 months.

Leases. The Minister is not required to approve leasing of titled Amerindian land, as opposed to the 1st Act where the Minister is required to approve it. In the new Act, the communities are only required to seek the advice of the Minister.

Intellectual Property Rights. With respect to the use of scientific research, the Researcher will, among other things, have to submit to the Village Council a copy of any publication containing material derived from the research.

Environmental Protection. The Amerindian Act supports the need for the communities to use their natural resources in a way that lends support to the concept of sustainability: Impact Assessments will have to be completed in accordance with the Environmental Protection Act.

Mining and Forestry. Amerindians will have a legal right to traditional mining with the consent of the Village Council and they must comply with the relevant legislation. With regard to forestry, the Village Council plays an integral role in determining who is allowed to use their land and on what terms.

Governance. The Village Council is empowered to establish rules for their communities and set fines within the legal confines of the law. Notably, the money received due to the non- adherence of the rules, goes into the Village Council's account, not the Government's.

Consultations. More than half of the recommendations are reflected in the Act. These inclusions were as a result of recommendations from the communities and other stakeholders. The process lasted two years and is an unprecedented one in this part of the hemisphere.

 Just give them their land. The act of 2006 is a PPP corrupt document redefining the terms and limiting the idea of who are native peoples . It is a crooked document no less than  the fake titles presented by the Israelis to steal Palestinian lands. The Pre independence agreement was about areas covering 25000 square miles. The PPP has whittled away at it by five to one. Our People are like the Palestinians, bereft of land, impoverished and enduring, highest HIV rates, the trafficking of our kids and in short cultural genocide. I do think the hand picked crony of and Amerind minister said that we must assimilate to survive! I wonder if she would say that Indians assimilate to black or  the reverse. That she can say that openly tells how alien the PPP are to our well being.

Step 1: Application

 

  1. The Amerindian Act of 2006, Section 5, part II states β€œA person, other than a person travelling for official business for the Government who wishes to enter Village lands shall apply for and obtain the permission of the village Council”.

 

  1. A person, other than a person traveling for official business for the Government, who wishes to conduct any scientific, anthropological or archaeological research or any other research or study which relates to biological diversity, the environment or natural resources or to use or knowledge thereof within Village lands shall apply for an obtain in advance-
    1. The permission of the Village Council
    2. All permits required under any other written law; and
    3. The permission of the Minister


Note:

-Each person is required to complete the Application form for entry into an Amerindian Village.

- Submission of entry application to the Ministry must be accompanied by the written consent of the Village Council and any other permission necessary and a letter addressed to the Honourable Minister on purpose of the visit.

- Entry applications with all other correspondence should be submitted at least one month prior to visit. Applications and accompanying documents can be emailed to the Ministry.

 

Step 2: Report; use of scientific and other research

 

  1. A person who carries out any research or study under section 5 (3) shall provide the Village Council and the Minister with-
    1. A full written report of his findings
    2. A copy of all recordings made; and
    3. A copy of any publication containing material derived from such research.

 

  1. person who wishes to make use of any material derived from research or study shall-
    1. Apply and obtain the permission of the Village Council, the Minister, and the Minister with the responsibility for culture, and the Environmental Protection Agency established under the Environmental Protection Act 1996.
    2. In good faith negotiate and enter into a benefit sharing agreement with the Village Council

Offences

-If a person breaches any condition of a permission granted to him/her the Village Council may revoke his/her permission after giving him/her a reasonable opportunity to be heard.

-A person who remains within Village lands after his/her permission has been revoked is guilty of an offence and is liable to penalties as prescribed by the Amerindian Act.

-A person who continues to carry out research in village lands after his permission has been revoked is guilty of an offence and is liable to penalties as prescribed by the Amerindian Act.

-A person who has obtained the permission from a Village Council shall comply with the rules made by the Village Council.

Any person who contravenes the process is guilty of an offence and is liable to penalties prescribed by the Amerindian Act.

 You are only counting spending. Given what the PPP does we know one  half and possibly more  of that is in the pocket of some PPPite. Are these people going to get sewer and usual infrastructure that seem to be a perquisite of the PPP noblesse oblige at pradoville II?

The demand for house lots in the re-migrant housing scheme, situated aback of the national stadium in providence on the East Bank of Demerara, continues to increase.

Housing and Water Minister Irfaan Ali has indicated that over 600 house lots have already been allocated in the scheme which was launched earlier this year, and the remaining 400 will be allocated shortly.

Minister Ali noted that the high demand is a clear indication of remigrants desire to return home and their confidence in the economy.

He said, during the pilot project, the ministry of housing anticipated 500 applications; however, over three thousand applications have been received.

The Ministry is now working to have the first phase completed, after which the second phase will commence.

APPROXIMATELY 400 house lots were distributed for Plantation Farm, East Bank Demerara, when the Ministry of Housing and Water conducted its 10th β€˜One Stop Shop’ exercise yesterday at the Guyana National Stadium, Providence.

Just a week ago, 800 high income house lots were processed for allottees for the new Herstelling Scheme, East Bank Demerara, also at the National Stadium. Then allottees were afforded an opportunity to acquire high income land for $140,000- $600,000.
This time around, the smallest lot which the ministry allocated costs $1.8M, which, when valued in the private sector, would cost about $6-8M. The Housing Ministry is investing $845M in the development of Plantation Farm which is 75 percent completed. The area has 449 lots and brings direct benefit to 1840 persons, Housing Minister Irfaan Ali said.
Government has been investing heavily on the East Bank Demerara, as it seeks to target development from the entire area from Eccles to the existing Great Diamond Housing Scheme.
Minister Ali said that this development will see 20,000 new house lots being created, as well the expansion of the roadway and the creation of new alternative access routes. β€œWe are trying to expand the East Bank, the area behind Ogle airport, and then we are hoping to connect that area with the East Bank, initially with Eccles, then moving forward to Herstelling by an alternative by-pass route,” Minister Ali said.
He said that the investment on the East Bank is huge, noting, β€œIt is necessary to ensure our people benefit from improved standards of living, to ensure that we continue to have the creation of wealth.”
The minister said that housing is perhaps the single most dynamic sector when it comes to the creation of wealth, and most importantly, building personal equity.
In the past week, close to 2500 house lots have been processed as a result of the β€˜One Stop Shop’ programme; 800 high income house lots were distributed for allottees for the new Herstelling Scheme, East Bank Demerara, 646 house lots for persons who were allocated lots in the Hope/Experiment Housing Scheme, and 559 house lots for the Kilcoy/Chesney housing development.
In June this year, 1075 lots were distributed for the new housing area in Providence, on which government spent in excess of $1B, transforming swamps into modern service lots.
This catered for the installation of 30 kilometres of pipelines, the construction of 30 km of access roads, 100 drainage structures and 20 access bridges.

The Ministry of Housing this year had targeted spending more than $4.1B on the East Bank that will see upgrading of several miles of road in Diamond, construction of a new Mocha/Arcadia access road, and development of more house lots.
The housing sector in Guyana over the last five years has seen tremendous growth, both in the private and public sectors, and government over the next five years, will continue to bridge the infrastructural gap.
In this regard, he said government is striving to achieve 30,000 more house lots within the next five years.(GINA)
