GPSU signals interest in observing upcoming elections

At least one union has indicated an interest in observing the upcoming Regional and General Elections.

On Wednesday, the Guyana Elections Commission (GECOM) met with the Guyana Public Service Union (GPSU) to finalise plans for the elections.

The commission, in a release Saturday, explained that its Chairman, Dr. Steve Surujbally, was part of that meeting to put the necessary arrangements in place.

Welcoming the GPSU’s interest to be accredited as Local Observers, Dr. Surujbally was said to have invited the union’s representatives at the meeting to submit the names of the members of the ‘Council of Management’, including those who would be coordinating observation work at the regional levels, for accreditation.

“Thereafter, the union will be required to submit for accreditation, the names of persons who would actually observe the elections. The GECOM Chairman cautioned that eleventh hour changes to the list of the names of persons to be accredited as Local Observers could prove to be dis-advantageous to the union insofar as the issuance of letters of accreditation and respective identification badges are concerned.”

During the meeting, Dr. Surujbally also urged the GPSU to work in direct collaboration with Gocool Boodoo – Chief Election Officer for accreditation of Local Observers are concerned, and to consult with the Commission before making pronouncements on any matter relevant to the preparations for and conduct of the elections.

“Also, he noted that the GPSU should follow GECOM’s protocol as documented for Local Observers, a deviation from which could result in the accreditation being suspended or withdrawn.”

The commission will be making GECOM personnel available in an advisory capacity during a two-day training session which the union would be conducting as a capacity building measure targeting persons who would be accredited as observers.

The GPSU had written GECOM, indicating its interest to be accredited as a Local Observer for the upcoming General and Regional Elections.

GPSU was represented at the meeting by Mortimer Livan – First Vice-President; Vera Naughton – Education Officer; Trevor Daly – Organising Secretary; Anicia Mangra – Legal and Research Assistant, and Reginald Brotherson- Member.

Surujbally was accompanied by Keith Lowenfield – Assistant Chief Election Officer, and Vishnu Persaud – Public Relations Officer.

Revised List of Electors

THE Guyana Elections Commission (GECOM) has completed the finalisation of the Revised List of Electors (RLE) for the General and Regional Elections – 2011. Consequently, the posting of the RLE at two conspicuous locations within each electoral Division/Sub-Division across Guyana for public scrutiny is underway. Electronic copies of the RLE have been prepared for distribution to the political parties. The RLE will be available for public scrutiny up to September 30, 2011. Accordingly, all concerned are given the opportunity to check the RLE for the inclusion of, especially, the names of newly registered persons and to verify the accuracy of information pertaining to registration transactions.

Accreditation of Local Observers

GECOM met with representatives of the Guyana Public Service Union (GPSU) on Wednesday, September, 7, 2011, to discuss the union’s expressed interest to be accredited as a Local Observer Group for the upcoming General and Regional Elections. Accordingly, the onus is on the GPSU to submit the names of the members of the “Council of Management” of its proposed observer team for accreditation, in the first instance. Thereafter, the union will be required to submit, for accreditation, the names of persons who would actually observe the elections. The GPSU would be required to follow GECOM’s protocol as documented for Local Observers, a deviation from which could result in the accreditation being suspended or withdrawn. A documented copy of the Protocol was given to the GPSU team, which was headed by Mortimer Livan, 1st Vice President of the union.

Training of Polling Day Staff.

GECOM is moving ahead with its nationwide series of two-day training sessions targeting personnel who will be employed to work throughout Guyana on polling day at the upcoming elections. The second leg in the series was conducted simultaneously on Saturday last at 12 locations in Georgetown. The first leg of this exercise, which targeted East Coast Demerara and East Bank Demerara, was conducted on September 3 and 4 last.

Distribution of National ID Cards

The distribution of National Identification Cards by GECOM from all of its permanent Registration Offices across Guyana is ongoing, and will continue up to two days before Election Day. This includes the distribution of ID cards produced from both phases of the recent Claims and Objections exercise, for the upcoming elections. All registrants who have not as yet uplifted their ID Cards are hereby reminded to make every effort to collect these as soon as possible.
