The Guyana Revenue Authority (GRA) on Tuesday seized two luxury vehicles from controversial Chinese logging company BaiShanLin Forest Development Inc, over millions of dollars in duties owed to the Authority.

The vehicles, a Lexus SUV with registration number PRR 2888 and a Nissan minivan with licence plate number PRR 3888 were taken to GRA’s storage bond at Eccles, East Bank Demerara following the seizure executed by officials from GRA’s Customs Department.
Guyana Times was told that the Chinese logging company allegedly owed some $50 million in outstanding duties, which it failed to pay within the stipulated timeframe, and as such, the revenue collection body has been trying to recoup the monies for some time now.
When contacted by this newspaper on Tuesday, GRA Chairman Rawle Lucas indicated that while he was aware of plans afoot to seize the vehicles, he was yet to receive updates at the time (mid-afternoon) on whether this operation was carried out.
“I am still awaiting an update on the situation… GRA has indicated that it intended to take possession of some vehicles and it’s supposed to be doing that,” Lucas noted.
While the Chairman did not go into details about the operation, he did note that it was premised on non-compliance on taxes by the company. “I don’t have a full report on the operation. I’m waiting on a full report of the operation. As far as I know, it’s ongoing,” he stated.
Guyana Times understands that BaiShanLin has been under the radar of the revenue collection body for years and recent efforts by the Authority to confiscate the vehicles were blocked.
According to reports, a Government official had instructed the revenue body not to remove the vehicles when customs officers had previously attempted to confiscate them.
In 2014, the GRA highlighted fraudulent activities whereby two Lexus luxury vehicles were seized and charges were subsequently laid against a remigrant couple, Narootandeo and Gharbassi Brijnanan, along with Kaieteur News Publisher Glenn Lall and his wife, Bhena Lall, for allegedly defrauding the Revenue Authority of more than $100 million in customs duties on the two vehicles.
The tax regulatory body claimed that the Brijnanans of Number 61 Village, Corentyne, Berbice, imported two Lexus LX 570 SUV motor vehicles into Guyana in September 2013, under the Government’s Remigrant Scheme.
But the two vehicles were not kept or used by the remigrants, in a breach of the Customs Act and the conditions of the grant of the duty-free concession. The GRA said investigations have revealed that the vehicles were being driven by Lall, and his wife, Bhena. The Authority seized the vehicles and filed six criminal charges against the four.
However, the matters were dismissed when the parties came to a settlement with the GRA. “After some discussions, we were agreeable with the proposal put before us, as we are more inclined to amicable resolutions rather than litigious ones. Notwithstanding, we are prepared to go the distance to protect tax revenues,” then GRA Commissioner General Khurshid Sattaur said in a subsequently statement.

Listen up boys and girls -- Glen Lall uses his money to corrupt everybody.  He is always involved in something scandalous. APNU/AFC have its doors wide open for anyone with money to walk in and ask a favor in exchange for bribes. This is the old culture of corruption that has mutated itself into a more deadly disease since May 2015.  The fight against corruption in Guyana is hypocritical when political enemies of the gov't. and apoliticals are targetted while greater corrupt deals are being made simultaneously.  This is the change that the naive' voters are getting.

Good move, provided the funds gained from the sale of the vehicles goes to the GRA!

The vehicles are held in lieu of having delinquent taxes. The owners can retrieve them within the statuary period on payment of their taxes.

This is GRA so why would the money go elsewhere than previously.....oh I get you...sorry. You still think it is the PPP in power....my bad!!!

GRA likely to settle revenue issues with BaiShanLin outside realm of judiciary

As the Guyana Revenue Authority (GRA) continues to investigate the non-payment of millions of dollars in duty owed to the entity by Chinese logging company BaiShanLin Forest Development Inc, the revenue collection body may consider settling the matter outside the realm of the judiciary.
On Tuesday, officials from the GRA’s Customs Department seized a Lexus SUV with registration number PRR 2888 and a Nissan minivan with licence plate number PRR 3888; both belonging to the controversial Chinese company.
INews understands that the Chinese logging company allegedly has over $50 million outstanding in duties, which they failed to pay within the stipulated timeframe.
According to a Guyana Times report, GRA Chairman Rawle Lucas on Wednesday said that he was still awaiting a report from the team that conducted the operation. “I have not received that report as yet. All I got from them was an email indicating that they were still preparing the report and as soon as the report is ready, it would be sent to me,” Lucas said.

Asked whether the Revenue Authority will be filing criminal charges against the foreign company or would move to settle the matter, the Chairman explained that at this point, the course of action is yet to be determined. However, he noted that the latter option might be more feasible since Government wants to maintain its relationship with investors but at the same time ensure that they operate within the confines of the laws of Guyana.

“Remember what we are trying to do is to make sure that we can try our best to maintain a reasonable relationship that we expect between the Government and the investors; so one should, therefore, expect prudent actions to be taken in order to deal with the matter,” he pointed out.
The Chairman could not say, when asked, whether there were any efforts by BaiShanLin to engage the GRA in having the matter settled as he is yet to receive the report. “I’m not sure what would have transpired in the operation and what communication would have been indicated by the company,” Lucas stated.   
In 2014, when the GRA seized two Lexus luxury vehicles and filed charges against remigrant couple Narootandeo and Gharbassi Brijnanan, along with Kaieteur News Publisher Glenn Lall and his wife Bhena Lall, for allegedly defrauding the Revenue Authority of more than $100 million of customs duties on the two vehicles imported under Government’s Remigrant Scheme Programme, the parties later arrived at “amicable resolutions” outside of court and had the cases dismissed.

It was reported that the GRA has been trying to recoup the monies owed by the company for some time now; however, recent efforts by the Authority to confiscate the vehicles were blocked by a Government official.
