Brigadier David Arthur Granger is slated to be sworn in as the eighth executive President of Guyana today, Saturday May 16, immediately after the APNU+AFC is declared the winner of the 2015 general and regional elections by the Guyana Elections Commission (GECOM).

 

GECOM  on Thursday afternoon released the preliminary and raw data that was taken off of the 2,299 Statements of Poll collected from across the country, which indicates that out of 410, 391 ballots cast, the PPP/C managed to acquire, 201,457, while the APNU+AFC recevied 206,817 votes.

APNU+AFC attracted 201, 324 votes in the Regional polls, while the PPP/C acquired 198, 148 votes.

But even while this is the case, the People’s Progressive Party Civic (PPP/C) still maintains that it is the winner of the elections, putting up a fight against the APNU+AFC governing the country.

The PPP has been in power for 23 straight years and its Presidential Candidate, Donald Ramotar refuses to accept defeat on the grounds that the election process was flawed.

The Party at another press conference late last night chided GECOM for refusing to recount a number of Statements of Poll (SOPs) which it claims was tampered with.

On Friday, the PPP/C provided what it described as evidence of some 22 ballot boxes in Region 4 being compromised and had requested a recount of those boxes by GECOM.

A report on another online news entity quoted Chairman of GECOM, Dr Steve Surujbally as saying that a check of the SOPs has revealed that the claim by the PPP/C is inaccurate.

In this regard, PPP/C Candidate, Dr. Leslie Ramsammy told the news conference that “something smells and we don’t know what and that’s why we’re asking for the count to be done.”

He maintained his Party’s call for the ballot boxes to be checked to clear the misunderstanding and misconception.

“Our point is that the DRO did read numbers that are different from the Statements of Poll that we have, and since Mr. Lowenfeild is reporting data given to him by the DROs we want to know why all of these confusion and therefore why don’t we check the boxes to see which of these various numbers are accurate?” Dr Ramsammy questioned.

Meanwhile, another party member, Charles Ramson Jr noted that from the inception the Party expressed concerns regarding possible infiltration at GECOM, adding that it is possible that GECOM’s refusal to have those specific boxes checked is to protect its integrity.

According to him, it is unfortunate that the Commission is placing its integrity above that of the people of Guyana and in doing so is not ensuring that the country’s democracy is maintained.

He also displayed pictures and information gathered from Facebook about two females who worked on elections day for GECOM and who are APNU+AFC supporters, insinuating that they may have been compromised.

When asked what will be done with that information, he noted that, “it is just for your edification.”

He is convinced that votes were taken from the PPP and given to the coalition intentionally by some of the GECOM staff who worked on polling day.

This is the kind of evidence the PPP provided to show that they were differences in the counting of boxes. It is quite obvious that the PPP manipulated the 207 number to show 267 for themselves. GECOM did not fall for their crookishness.

The Guyana Elections Commission (GECOM) says a check of the Statements of Poll that the People’s Progressive Party Civic (PPPC) had claimed were fake has revealed that such claim is inaccurate.
But President Donald Ramotar is sticking by his numbers, saying that his were obtained from the Returning Officers that were used to tabulate the Preliminary Results that have been released by the Commission. “I stand by those figures. The figures used by the RO- that’s the Returning Officer-to tabulate the numbers that they presented to us were not the same as what we have,” Ramotar told Demerara Waves Online News.
The President refused to concede defeat: “I am not conceding. How can I concede? I won these elections,” he said.
GECOM Chairman, Dr. Steve Surujbally told Demerara Waves Online News that the Commission checked the PPP’s Statements of Poll were identical to those in possession of the Commission.
“All of the 21 boxes taken into evidence that they said the numbers have changed, they in fact had not changed. The PPP SOPs that they presented us with- when we checked the official SOPs- they were exactly the same, an exact replica,” he said.
Surujbally assured that the Commission went through all of them- 4216, 4223, 4237,4266, 4267, 4279, 4287, 4292, 4323, 4352, 4358, 4359, 4385, 4392, 4643, 4644, 4656, 4701, 4703, 4707 and 4723-“all of these 21 boxes, the PPP’s SOPs are identical with the GECOM SOPs and what they have there as purportedly GECOM SOPs with this great difference I cannot tell you where they got them from.”
GECOM has to legally wait until midday Saturday before it can official declare the results, name the winner and the allocation of seats to the political parties.
Asked what has been the PPPC’s response so far, he said their personnel promised to provide more evidence but up to shortly after 7PM Friday none had been submitted. “At this stage I cannot continue to prolong the agony of this nation,” he added.
The GECOM Chairman remarked that President Ramotar had told them earlier Friday that he would be willing to concede defeat if it was proven that the PPP’s claim of bogus SOPs was false.  “The President did say that if I could prove even if one case that they were wrong that he would concede. Those were his words but, of course, those mean nothing to me,” said Surujbally.
Despite mounting pressure by civil society, the Private Sector Commission, United States, Canada and Britain for the PPPC to accept the results and that the elections were free, fair and credible, that party has refused to concede defeat.
However, a number of government ministers have bid their staff farewell and the PPPC-aligned Indian Arrival Committee has welcomed and congratulated the A Partnership for National Unity+ Alliance For Change (APNU+AFC) on its victory at the May 11, 2015 polls.

[www.inewsguyana.com] – The Private Sector Commission (PSC) in reiterating its confidence in the Guyana Elections Commission (GECOM) says it is not in receipt of any material information to indicate that the results released by the elections body will change based on allegations by the People’s Progressive Party/Civic (PPP/C).

 

The PSC in a statement added its voice to the line of organisations, calling for the PPP/C to accept the results announced by GECOM which shows that the APNU+AFC coalition will form the next government.

The PSC said this is pivotal so that the transition process can commence for the benefit of all Guyanese who are yearning for normalcy to resume.

“The business community is at a standstill and this prolonged process is creating damage to the economy and the citizenry,” the released noted.

Former President, Bharrat Jagdeo said PPP/C is not giving up just yet, officially adding his voice to the Party’s decision not to concede victory in the hotly contested May 11 General and Regional Elections.

Jagdeo at a press conference on Thursday May 14 provided what he deemed “evidence” that indicates that the elections were rigged in favor of the APNU+AFC coalition.

The undeclared results of the election indicate that the APNU+AFC has managed to acquire 206, 817 votes while the PPP/C has acquired 201,457 votes, which means the coalition won by 5,360 votes.

The results effectively end a 23-year reign by the PPP/C which ascended to office in 1992 under the leadership of the late Dr. Cheddi Jagan.

Though individually they have already expressed their confidence in the conduct of elections the United States Embassy and the High Commissions ýof the United Kingdom and Canada moved to issue a joint statement yesterday reiterating their strong and considered opinion that the voting and tabulation processes in the recently held elections were free, fair and credible. Over the last few days, the PPP/C has been relentless in its criticism of the elections process, alleging that it was cheated of victory by way of collusion between its main opponent, A Partnership for National Unity and Alliance for Change (APNU+AFC) and the electoral body itself, the Guyana Elections Commission (GECOM). The PPP/C is but one of the six parties that contested the May 11 polls, and the allegations of being cheated have only surfaced from the PPP/C camp. But the 5,360 gap has done little to appease the PPP/C who has made it known that it will not concede defeat despite the preliminary results by the electoral body indicating that the coalition will form the next government. The party is now banking on a recount. A recount, the party hopes, would show that it is the victor but Returning Officers of several Electoral Districts have, with reason, refused to conduct it. Despite this, the party has been calling repeatedly for a recount, this time of 22 ballot boxes in Region Four, a known opposition stronghold and the Region being touted as the one largely responsible for the coalition victory. But the ABC countries yesterday said, “Despite investigating, in collaboration with other observer missions, repeated allegations of irregularities, we have found nothing that would materially impact the integrity or credibility of the process.” This statement was issued mere hours after the PPP/C hosted a press conference where it sought to detail several alleged discrepancies that occurred in these elections. The PPP is alleging that there are serious differences in numbers between their Statements of Poll (SOPs) and the data that GECOM is using in tabulating the result of the elections. “Significantly, these differences disclose a consistent pattern of a subtraction of votes from the PPP/C and additions to that very number to the APNU+AFC. Of even greater importance, this information was corroborated by a verification exercise conducted by the Returning Officer for Region Four at which both Political Parties were present,” Ramotar claimed. He told members of the media that this was done by random selection of 22 SOPs. Against this backdrop, Ramotar said he requested a recount of those ballot boxes to be done in the presence of all political parties and the observer teams. More importantly, Ramotar asked that the process of tabulation and disclosure by Chief Elections Officer, Keith Lowenfield if the elections results could be put on hold until the recount is completed. The elections body yesterday said that the results of Monday’s elections for a new government will be revealed by today, after midday when the period for which the parties may raise objections would have elapsed. Ramotar also lashed out at the international observers questioning their integrity in face of acceptance of a “rigged elections.” “This elections, here, now, also goes to the integrity of the observers that are involved. If they gave a clear bill of health to an election that is clearly rigged, I don’t know if anybody would want them in their country to observe any elections,” he said adding that it was also in the interest of their integrity that a recount is done. The ABC countries have already dismissed the PPP claims of fake SOPs, with the British High Commissioner to Guyana, James Gregory Quinn stating that he supports GECOM’s position that while the fake SOPs were discovered, they were not tabulated as part of the preliminary results. In response, Ramotar said that Quinn is “dead wrong” but the Presidential Candidate could not say from whence the fake SOPs originated. Despite the PPP clearly ‘kicking up a storm,’ the ABC countries made it know that GECOM has an effective verification and dispute resolution process that is functioning well. “International experts continue to observe this process. We encourage any political party with concerns about any preliminary results to use the established process with the Guyana Elections Commission to make those disputes known rather than resorting to the media,” they urged. GECOM, the ABC countries reminded, is working to complete final results as early as possible under local law as it called for continued patients and for all political leaders to respect the final results. “We also call on all political parties to keep their promise to respect the Code of Conduct for Political Parties.” In light of new allegations by the PPP/C, the Private Sector Commission (PSC) also expressed full confidence in GECOM and its adherence to the law and procedures. “We have no material information to indicate that the results as released by GECOM will change based on allegations by the PPP/C. We are therefore asking that the PPP/C accept the results and commence with transitioning to the new government for the benefit of all Guyanese who are yearning for normalcy to resume.” The PSC said the business community is at a standstill and this prolonged process is creating damage to the economy and the citizenry. As is customary, GECOM will officially declare the victor and the allocation of seats in the National Assembly. Despite the delay, Ramotar is asking the electorate to “wait a little longer” in the interest of “democracy.”

PPP General Secretary and former Minister of Home Affairs, Clement Rohee, began vacating the Queenstown residence he had called home for years. The government had been paying a hefty rental for this property. Minister within the Ministry of Finance, Juan Edghill, returned several vehicles, including SUVs, and other Government properties to his office. Former Minister of Foreign Affairs, Carolyn Rodrigues-Birkett has also returned a number of vehicles and has written to her staffers bidding them farewell. So too did former Minister of Housing, Irfaan Ali who also returned all his vehicles. On his Facebook page, former Ambassador to Kuwait and top PPP official, Odeen Ishmael, wrote Thursday night that it was time for the PPP/C to concede. “It is my firm opinion that the PPP should concede since any recount will not statistically change the result of the elections as announced by GECOM. demonstrated clearly to all Guyanese.” This followed a more diplomatic Facebook post by Robert Persaud, former Natural Resources Minister on Thursday, who believed that the time was ripe for Guyana to explore shared governance in light of the elections results which showed the opposition coalition, A Partnership For National Unity/Alliance For Change (APNU+AFC), in the lead. Former PPP executive and House Speaker, Ralph Ramkarran, has also come out urging the party to do the correct thing. In his Facebook page, he said that the vote was a close one as predicted by many. “The PPP should behave with some dignity, concede, telephone David Granger and offer congratulations, and offer their cooperation for the development for the country.” Yesterday, the European Union joined the local and international community in making it clear that Monday’s votes were largely peaceful, transparent and inclusive with a high turnout and good performance of electoral authorities. It urged the PPP/C to explore its legal options through the court. “The EU calls on all actors to respect the legal procedures and address any possible grievance through the channels established by the law.” Several similar calls have been coming from the religious, business and even the legal community. Yesterday, the western envoys–US, Canada and the UK– reiterated their stance that voting process was above board and that their investigations by the PPP/C found nothing that would change the outcome of the elections. It would have joined other observers like the Carter Center and the Commonwealth which says they are convinced the voting process was smooth. PPP/C is claiming that a number of Statements of Poll (SOPS) were fake and that a recount is necessary. Monday’s loss would be first for the PPP/C since taking office 23 years ago. Support declined in recent years with widespread accusations of corruption and no action by consecutive administrations. Several projects to the tune of billions of dollars have been questioned.
