It would be unnecessary if there were fair employment practices coupled by common sense tax laws. Even rich people would prefer to spend on employment if it will increase profits than pay it in taxes. Because of the current tax laws, rich people don't need to dedicate more to employment because they still get to keep it by paying undeservedly less taxes.

Based on the information presented here, this program does not seem to work. People need incentives, and they have to be trained with business skills if they are expected to go into the world and start a business. Its a tragedy in america that trade schools have disappeared and the government needs to invest more in providing high school students with skills that would make them better competitors academically, while at the same time creating opportunities to train them to seek out trade and vocational jobs.

Another related issue is the fact that automation and high tech jobs are going to put more people out of work. Trucks and cars are going to be automatically operated and computers and robotics are replacing human labor...and the world population keeps increasing, adding new burdens to the ability of governments to do more and prepare workers for the new trends in the job markets. As they say, the rich are getting richer and the poor are getting poorer....perhaps the rich can be force to give more to continue with these kinds of experiments that Finland and other countries have attempt. Bernie Sanders would probably support such an idea.

A country that offers Health and Education at little or no cost to its people is the way to go. Even something simple as dropping or removing bus fares instead of jacking it up every year causing decrease in riders....again they raise fares to make up for the drop in riders. Rrmoving or lessening fares are great for those seeking work..they  do not always have funds to move around as they like...free rides are a bonus to them. These simple actions will repay tenfold. The people will be Healthy, Educated and if lucky..think like Iman.

In time population will decline and immigration slowed and there will be no need to have more people to fund retirements.  Guaranteed income will come in some form.  Workers will get equity interest as part of compensation in the economy and companies and be paid dividends.  People will also retire much younger leaving a smaller workforce pool to compete.
