Police were up to last night investigating the apparent murder of a 26-year-old woman, whose body was found at De Kinderen, West Coast Demerara at around 23.30 hrs on Friday. Pradika Persaud, called ‘Simone’, was found lying on a roadway with what appeared to be marks of violence to the neck. Investigators reportedly observed tyre tracks nearby, and believe that Persaud was slain elsewhere before being dumped at De Kinderen. The victim was barefoot and was wearing a pair of short blue pants and black armless top. Her brother, Hamid Khan, told Kaieteur News that his sister was a ‘heavy drinker’ and often wandered the streets at night. She reportedly has a son who was placed in the care of welfare officials some time ago. Khan, who identified the body at the Ezekiel Funeral Home, said that he hardly saw his sister, who was reportedly in a common law relationship.

Base, if this was a one time incident, I would have gave in, and say nothing of same...but it happens days after days and it seems like those who are supposed keep this type of incidents in check,  have no clue.

Will monitor this for two weeks and see how far it goes.

As soon as the PPP is caught out, they want to put things into context. That is their justification for the high crime rate. At the same time they are keen to shout out loud the record of the last political party to have been in government almost a quarter of a century ago. But let's put that into context: the total amount of crime in all the decades of PNC rule is still far less than in any single year of PPP rule over the last ten years, if not more.

Forty-three – year old Businessman Ashok Raghu was this afternoon [Monday, August 18] gunned down in his vehicle, while driving on Vlissengen Road, next to the Botanical Gardens.

 

According to reports, the man and his wife, Sherzanie Raghu who was also shot, had just left a city bank and were at the traffic lights next to the Botanical Gardens when they were confronted by two gunmen on a CG motorcycle.

Eyewitnesses told iNews that the businessman tried to put up a fight with the gunmen, when he was shot and killed, while his wife was shot in the thigh. The perpetrators allegedly took a bag containing cash and fled the scene.

They were rushed to the Georgetown Public Hospital.

The Pike Street, Campbellville family were understandably traumatized and reluctant to speak more to the media.

However, one of Raghu’s daughters, Vanita told reporters at the hospital that her mother, called and informed them of what took place and that was when they rushed down to the hospital.

 

The bandits reportedly trailed the man and his wife from the Bank.

The family is hoping that the CCTV cameras in the area will help the police to apprehend the bandits.

According to statistics released by the Guyana Police Force, 80 murders were recorded between January and the end of July 2014, in comparison to 73 murders for the same period in 2013, which is an increase of 10 percent.
Three were execution-type murders, 16 occurred during robberies, 21 were domestic-related, 17 were of the disorderly type and 23 are so far, undetermined.
At the end of July 2014, robbery under arms had increased by 16 percent, with police receiving 679 reports, compared with 585 for the same period in 2013.
Recent police reports have showed a disturbing rise in the use of firearms during robberies, and this remained the case with yesterday’s release.
“The police statistics indicate a 27 percent in the number of robberies involving the use of firearms; and a two percent decrease in armed robberies where instruments other than firearms were used by the perpetrators,” the Public Relations Department said.
But the Force also recorded an eight percent drop in serious crimes between January to July, 2014, as against the corresponding period in 2013.
Police received 2,134 reports of serious crimes between January 01 and July 31, 2014, compared with 2,317 for the same period in 2013.
Police also reported an increase in road fatalities during the past seven months, with 67 road deaths from 61 accidents, as against 61 fatalities from 58 accidents for the same period in 2013.
Pedestrians have been the main road users affected with 28 such persons having lost their lives at the end of July 2014.

In addition, eight motor cyclists, 14 pedal cyclists, six drivers and 11persons travelling in motor vehicles also lost their lives.
Speeding was the cause of 37 of the 61 fatal accidents recorded at the end of July 2014.
Traffic enforcement by the police resulted in 43,487 cases being made against errant motorists unto the end of July 2014. Of this total, 11,637 cases were for speeding.
To date, eight persons have lost their lives from seven accidents on the roads for the month of August 2014.

A vigorous approach to gun crimes is needed

The increasing incidents of gun crimes are cause for serious questions not least of which would be what is being done to arrest this dangerous situation where human lives are being snuffed out like a candle in the wind.  It is a truism that perception very often mirror reality, and the general view seems to be that citizens are at the mercy of marauding elements bent on disrupting their peace and security.  In such an environment characterized by an almost pervasive fear of crime, people are understandably very apprehensive for their personal safety.
Such a situation demands a coherent and comprehensive operational policy to respond to a menace that is likely to overwhelm the country’s law enforcement efforts against illegal guns and ammunition.  At present there seems to be no properly articulated strategy to address this phenomenon; if one does exist it is probably in the minds of the operatives.  However, the issue really should be whether the strategists are working within a framework which requires that lessons learned must be recorded so as to inform on the level of success or shortfall as the case might be.  The days of ad hoc approaches to crime have surely passed, but this does not seem to be the realization of our operational policy makers.
As an aside, another disturbing practice that is attracting attention is that of placing a large number of police ranks at public events at venues like the National Stadium.  At first glance it will be observed that a large number of ranks are on duty at these places leaving the public with a sense that somewhere there will be a shortage of ranks to mount an appropriate quick response to calls for assistance.  Regardless of the money which the Guyana Police Force will be paid for providing these security duties, the fact remains that an ordinarily undermanned police station would be hard pressed to provide adequate manpower to render the necessary assistance to a public under siege.  From claims made by ranks assigned to perform those extra security duties they do not receive any monies.  As convenient as that may sound one would hesitate to accuse the force’s administration of exploitation while individual pockets are lined.
It seems that the more sensible arrangement would be for the police to conduct a security assessment in a consultative capacity that is paid for by the organisers who can then contract private security firms which supply those services.  Those obviously will leave the police to provide adequate patrols in hotspot areas where crime is prevalent, particularly during those times.  However, it would be myopic to believe that regular crime prone areas should remain the sole focus of crime prevention efforts to the exclusion of potential hotspots which might be opportunistic in their manifestation.  The wanton shooting to death of 29 year old Marvin Cumbermack for his motor cycle says a lot about where we are heading as a nation. The brutal attack on octogenarian Dorrel Canterbury indicates exactly what any one of us is likely to be confronted by in the presumed safety of our homes.
The solution to gun crimes lies not in stricter legislation for firearm licensing control, because the problem we face is one which involves illegal firearms in the hands of people with no compunction about taking lives.  Moreover, gun control laws are focused on law abiding people who for the most part are not about to arm themselves without seeking to ensure that they are in compliance with the law.  The fact is that this is not simply a case of introducing a buy-back programme to rid the streets of illegal weapons like obtains in places like Australia, and the USA.  It therefore means that those criminally inclined in possession of illegal firearms will not be falling all over themselves in a rush to hand in what they might consider the tools of their nefarious trade.
The state must adopt a vigorous approach to dealing with gun crimes reflected by severe jail time.  The sentences given to the two youths in the South Ruimveldt arms matter is an indication of how these matters should be dealt.  Crying about the porous borders and the ease of illegal arms entry is not the answer.

Ashook Ragghu, 43, of Lot 77 Pike Street, Campbellville, was shot in the chest while struggling with the gunmen, who were trying to relieve him of a moneybag containing an undisclosed sum of cash.
The robbers then shot the businessman’s wife, Shyrazadi Ragghu, in the right thigh before fleeing with the bag of money and the slain man’s licensed handgun.
The victims were rushed to the Georgetown Public Hospital Corporation (GPHC) where Mr. Ragghu was pronounced dead. His wife is being treated at the same institution.
A police official said that the investigators are questioning a number of suspects but gave no indication that the killers had been apprehended.
Kaieteur News understands that Mr. Ragghu has a gold mining operation at Arimu backdam, Cuyuni, and that the family recently moved from Berbice to Georgetown.
According to reports, Ragghu had picked up his wife from a city bank and the gunmen, who were apparently trailing the couple, made their move when the victims, heading south along Vlissengen Road, were forced to stop at the traffic light near the Botanical Gardens.
Kaieteur News understands that the gunmen rode up to the couple’s Toyota Carina, PGG 8291, and tried to relieve the businessman of his money. The dredge owner reportedly decided to fight back.
“I see the man in the car fight up when one of the men on the bike tried to grab his haversack out of his vehicle, then the bandits shoot up and they ride away,” one eyewitness related.

Eyewitnesses recalled seeing Mrs. Ragghu screaming in the car with her husband slumped in the driver’s seat.
Kaieteur News understands that a passing taxi driver took the couple to the GPHC where doctors pronounced Ragghu dead.
The slain businessman’s relatives were too upset to say much to reporters who turned up at the family’s Pike Street home. However, the couple’s daughter, Arishma Ragghu, said that she had little faith in the police to find her father’s killers.
Police have expressed concern about the escalation of attacks by gunmen on bicycles and motorcycles.
Two Mondays ago, 29-year-old Guyana Water Inc. employee Marvin Cumbermack was shot dead by a man on a bicycle while riding his motorcycle through South Sophia.

Christopher Ally, of James Street, Albouystown, has for a week now been nursing injuries to the head and about the body, but is said to be in a stable condition in the Male Surgical Ward of the Georgetown Public Hospital Corporation (GPHC). The 28-year-old yesterday related the series of events that led to his misfortune. According to Ally, he was engaged in an online relationship with a girl who identified herself as “Princess Lisa” on the social media website Facebook. Ally said that “Lisa”, who never told him her full name, became very close to him during the past four months, as they frequently texted and called each other. Ally alleged that it was “Lisa” who coordinated the well-schemed hijacking of his vehicle, a Nissan Bluebird. According to the accountant, last Wednesday evening, he was invited by the girl “to her aunt’s home”, on Caneview Avenue, South Ruimveldt. Ally related that the girl “did not know how to give directions to the house”, and so decided to hand over her phone to her supposed neighbour to do so. The man said that he was directed to the “head of Caneview Avenue,” where he saw a man signaling him. Ally said that the individual entered his vehicle and identified himself as “Lisa’s neighbour” and provided the location of the girl’s house within the street. Arriving at “Lisa’s” home around 20:30 hours, the neighbour instructed Ally to park in the yard, as many “thief-men like to steal vehicle parts in the area.” Complying, Ally parked his vehicle in the yard and locked it before he exited to wait on “Lisa”. Ally said that the “neighbour” then walked to the back door of the house, and began knocking, while calling for “Lisa”. However, there was no answer. The accountant, who said he then became suspicious, decided to call the “neighbour” to his vehicle, to inquire from him, about the girl’s whereabouts. Ally said that the man replied, “I’m coming, hold on.” After a few minutes had elapsed, Ally alleged that “Lisa’s neighbour” approached him silently from behind, and dealt him blows to his head and face, which left him unconscious. He said when he regained consciousness about one hour after the attack, he was still in the yard, but his vehicle (PRR 959) was gone. The accountant said that he was left in a state of “shock and embarrassment, and did not know what to do.” He said that he started to knock on the door and call for “Lisa” but there was no answer. He added that he did not want to talk to any neighbours concerning the matter, as he was emotionally distressed and embarrassed. Ally, who said he was in serious pain, decided to sleep on the patio of the house until the next (Thursday) morning, when he decided to make his way to the Ruimveldt Police Station with a taxi. After making his report, the accountant said that he was taken to the hospital by police ranks. Ally insisted that he can recall the location of the house, and is keen on carrying out a thorough investigation with the help of law enforcement officers. He said that police officers informed him that his vehicle was found yesterday afternoon in Nandy Park, East Bank Demerara, with all four of its rims missing. Meanwhile, efforts to track the mysterious “Lisa” proved futile as the individual deleted the Facebook account and is no longer using the number that Ally was using to contact her.

Restaurant at D’Urban Street, Wortmanville. Debbie Blackman, of Critchlow Street, Tucville, was reportedly shot while standing behind the counter, after serving the bandits, who had gone there under the pretext of purchasing food. Some reports suggest that the robbers killed the mother of five because she refused to cooperate with them. It is unclear whether the robbers took anything of value. A senior police official told Kaieteur News that police were preparing to review footage from surveillance cameras at the restaurant, since it is believed that the brazen act was recorded. Kaieteur News understands that the restaurant owners were behind the counter and out of sight when the shooting occurred. Blackman’s body remained in the restaurant for some two hours before being taken away by porters from the Lyken Funeral Parlour. The murder occurred just five days after two bandits, also on a CG motorcycle, shot dredge owner Ashook Ragghu dead and wounded his wife, Shyrazadi Ragghu, when their car stopped at the traffic light at the Vlissengen Road and Regent Street junction. The robbers escaped with a bag containing some $4M and the slain man’s licenced firearm. Travis McDougall, 24, of Lot 422 East Ruimveldt Housing Scheme, was charged last Friday for Ragghu’s murder. His alleged accomplice is still to be charged. Yesterday’s murder came at a time when police have reported an escalation in gun-related crimes.

Chinese restaurant murder…Cameras record gunman killing waitress

A young man wearing a black and red cap fires a gun through the bars of the counter where cashier/ waitress Debbie Blackman stands.
The first bullet, reportedly from a 9mm pistol, strikes the attractive, 48–year-old mother of five on the shoulder.  Wounded and terrified, Blackman runs towards a door that would lead her further into the restaurant. It’s locked.
The gunman shifts his position to get a better view of his target. He fires again… and again. A bullet pierces Blackman’s throat, and she slumps to the ground. The gunman and three accomplices calmly leave.

This is the chilling scene that police sources said they witnessed on a security camera, which recorded the final seconds in the life of Deborah Blackman, who was shot dead at around 19.30 hrs last Saturday in the Chinese Delicious Restaurant.
Police said that the footage they saw gave no indication that the gunman had attempted to rob the restaurant.  This has led to questions as to whether the killing stemmed from a motive other than robbery.
The recording has also given police a look at the unmasked man who killed Blackman, as well as two other men who appear to be his accomplices. Police recovered two warheads and a bullet casing from the scene. The restaurant was shut tight when Kaieteur News returned to the scene yesterday.
Kaieteur News viewed part of the footage, which showed a man in a black cap, with red peak, going up to the counter and apparently making a purchase. Two other men then come to the counter, and one of them gives Blackman a $5,000 note. The footage shows the apparently nervous men constantly glancing around.
According to police sources, Blackman, of Critchlow Circle, Tucville, placed a box of food on the counter, which is barred off from the dining area.  Sources who viewed the footage say that the men walked out of the restaurant, but then the one wearing the cap returned to the counter and shot Blackman.
A police release stated that two men on a motor cycle drove up to the Delicious Chinese Restaurant on Durban Street, Georgetown, and the pillion rider entered the restaurant.
“He ordered and paid for a meal after which he pulled out a firearm and shot the cashier Debra Blackman to her shoulder and neck and escaped on the motor cycle.”
Blackman was pronounced dead on arrival at the GPHC, the release said.
Latoya Blackman, one of the slain woman’s daughters, said that her mother left for work at around 10.30 hrs on Saturday and was scheduled to work until the following day. She said that a woman who was at a salon in D’urban Street informed the family of the shooting.
The daughter said that when she arrived, a crowd had gathered but she managed to enter the restaurant, where she saw her mother lying in a pool of blood.
Relatives claimed that the owners of the restaurant took several minutes before they opened the restaurant for the police, and Blackman’s body was left for some three hours at the scene.
Kaieteur News was told that Blackman had been working at the restaurant, located between Halley and Hardina Streets, for some eleven years.
According to a relative, bandits had attacked the restaurant last March. A daughter said that the bandits had kicked open a door leading to the counter and robbed Blackman and the restaurant owners.
The relative said that the proprietors would leave the door behind the counter open to allow Blackman to secure herself in the event of future attacks, but that the door was locked on Saturday night when the killers struck.
A daughter said that after the robbery in March, her mother had expressed concern for her safety and had planned to leave her job and start her own business.

Relatives of a 27-year-old woman from Strathspey, East Coast Demerara, are pleading for a thorough investigation into what they claim are attempts to make her recent death seem like a suicide.

Anita Ishwardeen, called ‘Tina’, died at the Georgetown Public Hospital Corporation last Friday, two days after allegedly sustaining head injuries at her stepfather’s home.
A close relative said that they are being told that Ishwardeen jumped through a window of the two-storey house after a heated argument with some of the occupants.
Kaieteur News understands that police had questioned some of the occupants but they were subsequently released. A female relative said that Ishwardeen’s mother died from poisoning three years ago. While that death was reportedly ruled a suicide, the relative suggested that the mother also succumbed under suspicious circumstances, as is now the case with the daughter.
Kaieteur News was told that Ishwardeen had been living at the Strathspey home for several years and allegedly complained of being physically abused.
It is alleged that at around 17.30 hrs on Wednesday, Ishwardeen and some of the occupants had a quarrel. Neighbours reportedly heard her screaming.
The relative who spoke to Kaieteur News said that she attempted to contact Ishwardeen that afternoon but got no response.  She was reportedly later told at around 21.00 hrs on Thursday that ‘Tina’ had jumped through a window and that she had suffered a fractured skull.
She said the injured woman was admitted to the intensive care unit at a private hospital, but was subsequently transferred to the GPHC, where she succumbed last Friday.
Kaieteur News was told that the police detained two men and a woman from the house where Ishwardeen had lived, but released them on Friday night.
A post mortem is likely to be performed on the victim today.

The nude body of a female of African descent was this evening [Wednesday, August 27] discovered at the Kitty foreshore, approximately 200 meters from the Celina Resort.

 

Investigators who arrived on the scene said that the body of the female appeared to be in its mid 30s and that there were no visible signs of violence.

iNews understands that the body was first spotted on the foreshore in the vicinity of the former Russian Embassy and was tossed amid the high winds and waves several feet away.

When the neatly dressed Crime Scene Investigators arrived, accompanied by woman Sergeants Webster and Simpson from the Kitty Police Station, the male police ranks did not  make any attempt to retrieve the body before the waves took it further.

It took the brave Sergeant Webster to remove her service shoe and socks and entered the rough waters to grab hold of the body in order to prevent it from drifting further.

It was then that a CID Rank placed a rope around one of the dead woman’s hands to pull the body ashore.

Corentyne family beaten, robbed; females raped

Two persons are in Police custody following a robbery and alleged rape committed on a family living on the Corentyne.

The incident occurred approximately 21:00h on Tuesday. In a case that sent shockwaves through the small community, four men, three of whom were masked, pounced on the family of five who were securing their premises.

According to information received, the businessman operates a small grocery business and was about to close for the night when the four men entered the yard from a side fence.

Upon entering the business place, three of the four men who were armed with handguns and the other with a cutlass, reportedly tied the businessman’s hands behind his back and left him in the shop.

The men then went into the house and took out the four ladies, his wife, 33, and daughters, ages 18, 15 and 14 and sexually assaulted them.

They reportedly took turns in committing the acts. After they were done, they stripped the ladies of their jewellery, took away their cellphones and demanded cash. Already in fear, the businessman’s wife handed over $50,000 to the bandits.

The male occupant after managing to free himself, quickly called the Police, who responded promptly. As bandits were about to leave the home, the Police arrived, resulting in an exchange of gunfire, but the men successful escaped.

The Police later intercepted a motor car suspected to be the getaway car. The driver is presently in custody assisting with investigations.

The bandit who was not wearing a mask during the robbery was also identified, reports say.

According to reports, the men are not from the area.

In light of the horrific incident, acting Police Commissioner Seelall Persaud visited the family’s home, offering the Force’s commitment to ensuring that the perpetrators are caught and brought to justice.

The acting Commissioner related that the family has been receiving counselling.

The Police are continuing their investigations.
