Guyana govt withdraws disapproval of LEAD project

The Guyana government on Thursday announced the withdrawal of the non-approval of the US$1.2 million Leadership and Democracy Project (LEAD) being funded by the United States government.

Head of the Presidential Secretariat, Dr. Roger Luncheon says the withdrawal now paves the way for representatives of the Guyana government and those of the American embassy to discuss and agree to the design of the new project that will enjoy the approval of both sides.

"How could I sit down across the table and in good faith be negotiatingwhen I have hanging over the bannas (brother's) head a non-approval.

"I have to withdraw that non-approval. I can'lt engage in heresy unkless I recognise it as heresy so I have to withdraw the non-approval to allow us to engage," said Luncheon.

He did not give a time-frame by which the parties would sign off on a new LEAD project that is aimed at ensuring greater civil society, political and grassroots persons in policy-formulation and decision making. Amonf the areas of focus envisaged in LEAD are local government election education and management.

The PPP government's objections to LEAD were groundless from the start. The objections were based on the fear and suspicion that LEAD would lavish opposition parties with financial, educational and logistical support in forthcoming election campaigns.

Being the incumbent, the PPP has access to state funds and materiel, kickback revenues from its cronies and money from other sources to adequately bankroll its election drives. Yet the PPP feels insecure and thought that LEAD would enhance the vote-getting capabilities of the opposition.

Now that Guyanese are aware that the LEAD project is in no way discriminatory, the PPP has no choice but to back off and withdraw its objection.

My hope is that the matter would be resolved soon and Guyanese voters would benefit from LEAD's voter education programs.
