Include the fact that the UK was willing to help Guyana reform and improve the police force, but the PPP screamed that "dem don' want no help!"

Please make note of the fact that its possible that there are almost no police men left from the pre 1992 era, so the police force existing now is substantially a PPP creation.

The PPP took over the Government in 1992.  They inherited Burnham's black police force.  They didn't change anything so crime continued to flourish then and now it is worse under the PNC again.

Why prisoners allowed to have matches and other implements in their cell,tighter checks are needed the prison service need a complete over haul,apparently rules are broken by the officers.

Crime existed during all the previous governments, so let us get that out of the way.  Saying that the PNC or the PPP did not solve the crime situation or added to it is maybe making some political capital but not helping at this time.

heists like the one last night are not drug induced. Instead, they are lifestyle induced.  Money to live a certain way without breaking a sweat for it.

the police force needs to be professionalized. Most of the recruits cannot read or write and are easily induced to participate in unprofessional activities. The entrance requirements need to be raised instead if what we have at this point. Standard operation pprocedures exist but they are not adhered to. Monitoring and evaluation needs to be strengthened. Leadership needs to developed so that commanders have innovative leadership tools and practices

the force needs to be highly mobile and must use the latest in IT so that they can be more responsive to demands. Will make possible mobile command centres. Ramjattan said that the force needed to increase in side. I do not know about that. Sometimes, a smaller force might suffice if it is more effective. 

The action happens outside of the police station, so that is where the police personnel need to be. Also, commanders need to be in the field for part of the time each week.

intelligence gathering is critical to a professionalized and effective force. Integration with community police groups become necessary and the police need to actively seek sources and infiltrate the gangs they know exist. 

Obviously, we need to be proactive. Drug rehab programmes, in-school drug resistant programmes, reduce unemployment among youths by guaranteeing that every youth leaving school does so with a skill if not an academic certificate, have school to work transition and apprenticeship programmes, provide incentives to employers for hiring youths just out of school, setting up community vocational and learning centres to people can increase their labour marketability. More incentives for businesses in the villages and in regional centres, an effective labour bureau that employers and the unemployed can use, etc.

A. After slavery was abolished, the Afro-Guyanese ,generally were enlisted in the Police forces.

B. Indentured Indians were then brought to Guyana who then had the option for return passage to India or remain in Guyana after their indenture-ship.

C. The predominant number of Indians remained in Guyana and continued their livelihood in business development, professional careers, etc..

D. Indians remained primarily on the plantations and also developed their own livelihood.

E. Generally a few Indians indeed ventured into the police force.

Now imagine if blacks decided that being professionals, tradesmen, and civil servants in safe occupations were all that they should do. 

If you think that crime is bad now, imagine what it would be if they were no police.

The police force should be balanced.  If Indians refuse to join because the pay is poor, they should have agitated for better conditions when the PPP was in power.

Caribny,  I expected better from you. I understand your usual reference to the Indo k k k.  But now I am puzzled by some of your recent posts here about Indo-Guyanese not wanting to join the police force while Afro-Guyanese flock to it.

the wages for policemen are too low. No question about it.

Now,

what this about imagining blacks deciding that being professionals, tradesmen and civil servants and safe professions they should do?

what is this about Indo-Guyanese agitating for higher wages for the police force so that they will have more of a financial inducement to join it?

what is this about Indo-Guyanese demanding that that blacks should risk their lives for poor pay?

I expected better analysis and argument. Something about historical occupational niches, pay disparities that are a result of education disparities and skill levels, passion to become a teacher or to be a policeman or to be a public servant and to do a good job, possible barriers to entry into particular occupations, the commission of inquiry recommendations on racially balancing the public service and police force, whether entry positions in the police, teaching and lower civil service entry positions are sometimes what people are either capable of or have access to, possible or perceived barriers to Indo-Guyanese entering the labour force, etc. ! people as individuals making decisions in their economic self-interest, the effectiveness of the education system to produce low skilled, low educated individuals whose only employment recourse is to enter these low-paying positions, etc. 

Raise the intellectual level of the discussions.

Baseman actually had quite a few relatives in the GPF both pre and post independence.  After independence they were marked for persecution due to their pro-PPP positions and were forced out and left Guyana.  LFSB then built up the GDF/GPF stacked with Afros as a means to political power.  The aggressive actions of the GDF/GPF against the Indian masses was a turn-off for Indians and they stayed away.

That being said, I think the GDF/GPF would have still attracted a majority Afro as Indians find themselves more lucrative jobs and livelihood.  From an Indian man's perspective, the value proposition is just not there say, after five years.
