There is going to be a winner. They can have a minority or Majority Government.  If they follow the rules and apply them, then no crises will develop.   If a crises develop, it would be on the Leaders and not on the constitution because the constitution is very specific about the outcome.

Whosoever gets the most votes wins the election and GECOM's chairman will have no choice in declaring the winner.   I cannot make this simplier than that. I do not now care who wins, so long as we have good governance.
