Guyana's opposition-controlled Parliament seeks financial control of agencies

GEORGETOWN, Guyana - Legislators in Guyana have voted to allow Parliament to control the finances of several state agencies in a move to dilute the president's control over them.

 

The agencies include the prosecutor's office and elections commission and currently rely on a fund controlled by Cabinet members.

 

The vote angered members of the ruling party, with Attorney General Anil Nandlall saying he will advise President Donald Ramotar to veto the bill.

 

In the past, leaders of those agencies have complained about having to wait on Cabinet members to approve their vacation allowances and travel and training expenses.

 

The opposition-controlled Parliament voted on the bill late Thursday.

that is bull. The opposition is asking for these agencies to run themselves and be accountable for their own fiances. That is the best way since it will increase accountability and foster merit based systems rather than political patronage.

The Constitution clearly states that it requires a two thirds majority in order to make changes to it.

It is a stretch to say these institutions are constitutionally delegated. I am happy the opposition has begin to show what kinds of constitutional coverage the PPP demands.  Why in the world should the office of the President handle procurement? In other countries we have professional agencies from the foreign service to departments. It is how one build national institutional legacy vs party legacy. It is people power vs party power.
