I was shocked to learn that a Guyanese family whose son was shot dead had to wait two years for completion of ballistic test in neighboring Trinidad. When the test finally came it was worth nothing. I am wondering why Guyana has to depend on T&T to conduct ballistic test. Don't we have crime lab that can do these things.

Yes, they do have one (thanks to the PPP). Even though is was commissioned recently, they have to go through training by overseas experts before doing actual ballistic testing.
They ought to have a crime lab to help solve violent crimes. It is critically important to be able to get ballistics done fast so investigations can yield positive results. Timing is crucial.
