Mr. Joseph Harmon has resigned as a parliamentarian for A Partnership for National Unity++Alliance For Change (APNU+AFC),  well-placed sources confirmed on Saturday.

The resignation  was submitted to House Speaker Manzoor Nadir and a copy was provided to Representative of the APNU+AFC  list of candidates, David Granger. “I have given this decision my deepest thoughts and am of the view that it is in the best interest of the APONU/AFC coalition and the people of Guyana that I resign this seat,” he said in the resignation dated February 8, 2022.

Mr. Harmon’s resignation takes effect March 15, 2022.

Sources said he decided to quit parliamentary politics because of “personal reasons” but Demerara Waves Online News/ News-Talk Radio Guyana 103.1 FM because he coming under constant attack and objection  in a constant back-and-forth over performance and responsibilities while the coalition had been in power from 2015 and 2022. Sources said that Mr. Harmon believed that his contribution was no longer “weighty enough” to make a difference.

Mr. Harmon’s decision to exit parliamentary politics in its entirety comes less than two months after he had stepped down as Guyana’s Opposition Leader several weeks after he had lost his bid to be elected leader of the People’s National Congress Reform (PNCR), the largest party in the coalition.

With the resignation of Dr. Nicolette Henry as a parliamentarian with effect March 31st, 2022, PNCR Leader Aubrey Norton appeared cautiously optimistic that he would enter the National Assembly. That is regarded as the first step to him succeeding Mr. Harmon as Opposition Leader.

Mr. Norton sought to dodge direct questions about whether he had first expressed a lack of confidence in Dr. Henry prior to her resignation in an effort to have her removed from the House.

Meanwhile, the PNCR Leader is in the United States for a meeting with the North American Region and possibly talks with officials of the United States State Department. Accompanying him are two PNCR parliamentarian.

Harmon was seen in the company of SU man and other Chinese nationals but it's who is in bed with Su presently is the issue that now stands. The present government seems intent on giving Guyana away to the Chinese. Both parties have very stupid people in their midst.

I can see the same occuring to Guyana as the problem Venezuela has. They are doing business with Russia and now paying the price.

Kaieteur News – The People’s National Congress Reform (PNCR) is unsure of the resignation of party member Mr. Joseph Harmon as the letter to the National Assembly only signalled his intent to resign.

This is according to the Chairman of the PNCR, Shurwayne Holder, who during a media briefing yesterday also noted that a long list of candidates is also waiting to take Harmon’s place, should his resignation take effect on March 15, 2022 as signalled in his letter.

Holder reasoned, “I have seen a copy of the letter from the National Assembly. I do not think it’s legally a resignation. It says there is an intent for Mr. Harmon to resign and so I wouldn’t take it that he has resigned and so it is an internal process. We have to wait until that time, March 15. We will see what happens at that time.”

When asked whether the party has started looking for a replacement for Harmon, Holder said, “We have a long list of candidates. It’s an internal matter. The Central Executive has got to deliberate on it, then we have to take it to our Coalition partners. We have to take it to the APNU, then we move to have that replacement, so it’s a process.”

The party’s Chairman was reluctant to disclose the names of the candidates lined up to take Mr. Harmon’s seat in the National Assembly, but hinted that Gary Best, a Central Executive member of the PNCR as well as Mervyn Williams, a former Parliamentarian are two of the “suitable candidates.”

He added that the party has not yet commenced shortlisting the names of persons who have so far signalled their interest in filling the void Harmon’s departure will create.

He was keen to note that the Leader of the party, Aubrey Norton is also poised to take up his position in the National Assembly as a vacancy was created with the resignation of former Education Minister, Dr. Nicolette Henry.

The Former Leader of the Opposition, Joseph Harmon, who vacated that position only a few weeks ago, tendered a letter to the National Assembly signalling his intent to resign on Saturday.

The Clerk of the National Assembly, Mr. Sherlock Isaacs confirmed receipt of Harmon’s letter, informing too that the resignation should take effect on March 15, 2022. Isaacs added that Harmon did not state any reason.

It was only on January 26, 2022 during the Budget debates that the Speaker of the National Assembly, Manzoor Nadir, announced that Harmon had resigned as Leader of the Opposition.

His resignation as Opposition Leader came two weeks after the newly elected Leader of the People’s National Congress Reform (PNCR), Mr. Aubrey Norton told a news conference that the party has made a decision that it wants to be led by him.

Norton was declared the new leader of the PNCR after securing more than 70 percent of the total votes cast for the position during the party’s 21st Biennial Delegates Congress, held in December last.

Also vying for the post were Dr. Richard Van-West Charles and Joseph Harmon.

Following Harmon’s defeat in the party’s internal elections process and the decision of its members to be led by Norton in Parliament, Dr. Henry resigned from the

National Assembly to make room for the new Opposition Leader.

Henry’s resignation was announced on February 2, 2022.

Describing it as a “done deal”, the Peoples National Congress Reform (PNCR) on Tuesday confirmed that its newly-elected leader Aubrey Norton will become the country’s Opposition Leader – replacing Joseph Harmon who served in the position for less than two years.

“The party had made a decision that the party leader will become the Leader of the Opposition. This is where we are with that…It’s a process and much of it is in the public domain already,” PNC Chair Shurwayne Holder disclosed during a press conference.

“We had consultations with APNU and AFC. As far as I am concerned, that’s a done deal. We await…when there is a vacancy and then we take it from there,” he added.

After initially refusing to step down as Opposition Leader, Harmon resigned from that position on January 26 as the PNC pushed for its new leader to represent them in that capacity in the National Assembly.

Harmon remained as a parliamentarian but eventually submitted his resignation to Clerk of the National Assembly Sherlock Isaacs last week. His resignation takes effect March 15.

Another seat on the Opposition benches will become vacant on March 31 which is when the resignation of Parliamentarian Nicolette Henry takes effect.

Henry – who served as Education Minister under the David Granger administration – announced her resignation as a Parliamentarian last month.

The PNC Chair said the party is looking at a list of possible replacements. “As I have said, we have a number of names, a long list. In terms of who goes to Parliament, the Central Executive has got to make that decision. We have to discuss internally and come up with the most suitable person. There will be no discrimination in that process,” he contended.

Norton has a mandate from the PNC Executive to take up both the position of Opposition Leader and the position of Representative of the List of Candidates for APNU+AFC– which is currently headed by former PNC leader David Granger with AFC’s Leader Khemraj Ramjattan as the deputy.

Harmon, who was contesting for leadership of the PNC, lost to Norton who won by a landslide victory.

Harmon as well as Granger were also not elected to the Central Executive Committee of the party – the highest decision-making body of the organisation.

At a press conference last week, Norton said Granger was asked to extract his name from the list for entry into Parliament.

Reacting to the news of Harmon’s resignation during an interview with this media outfit, the PNC Chair had expressed that “certainly (there’s a) possibility of the Leader of the PNC/R getting into Parliament much sooner than was anticipated. It didn’t take me by surprise when I saw the resignation. But I believe, as (claimed), Harmon has some personal issues. If that is the choice he has made, well, we can’t do much about that.”

Speaker to write Granger to extract names from APNU+AFC list

With the looming vacancies of two A Partnership for National Unity (APNU) Parliamentary seats, Representative of the List of Candidates, David Granger, would have to extract names from the APNU+AFC list submitted to the Guyana Elections Commission (GECOM) to fill those vacancies.
However, this can only be done after Parliament Office writes him.

This was explained by Speaker of the National Assembly, Manzoor Nadir, in an interview with this publication.

According to Nadir, Parliament Office would only write Granger once actual letters of resignation for the relevant Parliamentarians are received.

“We have to write them…we have to write the Representative of the List. When a resignation comes to the Speaker, then the Speaker writes to the Representative of the List for nominees,” Nadir explained.

It has been reported that both APNU Member of Parliament Nicolette Henry and former Opposition Leader Joseph Harmon have submitted letters of intent to resign. In Henry’s case, hers is supposed to take effect from March 31, while Harmon’s is supposed to take effect from March 15.

According to Nadir, there is a difference between a letter of resignation and a letter of intent to resign.

“There might be semantics, but saying I intend to resign at a certain date doesn’t say that I have resigned, or I am resigning effective March 10,” Nadir said, adding that Parliament Office would write the Representative of the List after the resignation is received.

The Speaker further explained that after the Parliament Office writes to the Representative of the List, the time it takes for the appointment of an Opposition Leader would depend on various factors. As he put it, “there’s no timeframe (for electing an Opposition Leader). It can happen very fast, it can happen less fast…”

It had been explained by PNC/R Chairman Shurwayne Holder at a recent press conference that even as Harmon’s resignation is expected to take effect this month, the party still has a list of possible candidates to shortlist before making a final decision.

Holder had said that there is a “long list” of persons which can possibly replace Harmon in the National Assembly. No one had been shortlisted as at then, and he could not indicate how many persons were being considered for the position.

“It’s a process. We have to wait until Mr Harmon resigns, and we’ll take it from there. As I have said, we have a number of names, a long list. In terms of who goes to Parliament, the Central Executive has got to make that decision. We have to discuss internally and come up with the most suitable person. There will be no discrimination in that process,” the Chairman told the media.

The PNCR has said it has already engaged other parties in the A Partnership For National Unity (APNU) and its coalition partner, the Alliance For Change, on the ascension of PNC Leader Aubrey Norton to the position of Opposition Leader.

“The party had made a decision that the party leader will become the Leader of the Opposition. This is where we are with that…It’s a process, and much of it is in the public domain already. We had consultations with APNU and AFC. As far as I am concerned, that’s a done deal. We await March 31, when there is a vacancy, and then we take it from there,” the Chairman had also divulged.
