It isn't completely.

 

In Israel, they have the same PR system yet party primaries elect by popular vote the order of the List for each party so the more popular and well liked you are the higher ranked you are on the List and the electorate knows beforehand who will enter Parliament for a particular party and in what order based on votes received.

 

In Guyana, no one knows. It is purely an exercise in one man extracting names post-election according to the wishes of his ExCo.

Parties can install whatever system to electing their officials. No need to blame the British for their strategy which pertains to democratic centralism.

 

Also, a plain FTPT system would be patently unfair in guyana single constituency system. It would harden ethnic voting patterns.

 

We need another system I often suggest a multivote system but some say that is too complex. In any event, voting systems are not simply foisted on a people. They ought to be established to maximize merit over nepotism.
