All the political parties have copies of the SOP of region #4. it was ONLY after GECOM released figures from their Spread sheet showing inconsistent figures, then PPP exposed their SOP figures.  All the time even when Jagdeo was asked who won, he said wait for GECOM to make the declaration after processing the SOPs.
