Check your router or firewall settings, it should give you the option to block a specific range. It wouldn't stop them spying, just give them additional work.

One can block ICMP probes but they do not care to pro be you. They can sniff you from any netw2ork note. The US control the DNS structure of the internet even now plus any search or email from gmail goes to one server farm in Oregon and if they want you they get you.
You for example cannot backtrace the IP i am presently posting from and while they will have a difficult time the can locate it in a few mins while you never can. You cannot hide from them. They possibly know every weakness of every firewall. If script kiddies can penetrate it they can.
By default a firewall blocks everything inbound from the outside toward the inside. Only established TCP connections from the inside outbound are allowed in the reverse direction (from the outside inbound). Unless someone deliberately opened all traffic inbound (foolish) all traffic initiated from without, including ICMP, are blocked.
