NEW DELHI — Just days after Prime Minister Narendra Modi criticized vigilante cow protection groups that have targeted Muslims and low-caste Hindus suspected of slaughtering cows, an Indian state said it plans to license the groups to help the police enforce state cow protection laws.

The government of Haryana State, in northern India, will begin with members of the state’s most prominent cow protection group, Save the Cow, said Bhani Ram Mangla, the president of the government’s Commission to Serve Cows, in an interview on Thursday. The commission is part of the Ministry of Animal Husbandry.

Reports of attacks on members of religious minorities by vigilante cow protection groups, known as gau rakshaks, have increased in India, with six such attacks in a four-week span last year. The groups have attacked Muslims and, more recently, low-caste Hindus suspected of slaughtering cows, which are considered sacred in Hinduism, the dominant religion in India.

Mr. Mangla said the state had begun collecting photos and phone numbers of members of Save the Cow. Once the groups are verified, the government can “entrust them with any responsibility,” he added.

“They cannot take the law in their hands, but will help inform police on whereabouts of smugglers or wherever cows may be getting slaughtered,” Mr. Mangla said. “Police will then take over.”

The targeting of Dalits, the lowest caste in Hinduism, has prompted a wave of protests, and could complicate efforts by Mr. Modi’s Bharatiya Janata Party to win coming elections in the states of Uttar Pradesh, Gujarat and Punjab.

“This is nothing but legalizing the illegal activities of Hindutvawadi goons,” Jignesh Mevani, a lawyer who founded the Una Fight Against Dalit Atrocities organization after the attacks in Gujarat, said in a phone interview, referrring to right-wing Hindu activists. “It is absolutely in contradiction to what Mr Modi is claiming and hence exposes him.”

Mr. Modi said in an address on Saturday that the vast majority of the groups were troublemakers masquerading as cow protectors. He ordered state governments to gather “dossiers” on the groups, but stopped short of calling for legal action against them.

Officials in Haryana said Mr. Modi had alerted them to the infiltration of the cow protection movement by “members of opposition parties or antisocial elements,” and said they hoped that the licensing arrangement would halt it.

“He was lashing out against such elements who are trying to give the B.J.P. a bad name,” Mr. Mangla said.

Gau rakshaks are known for prowling the streets at night, rounding up suspected cow smugglers, rescuing cows and often administering their own retribution on offenders. Last month, cow protection vigilantes brutally attacked four Dalits over cow slaughter rumors. Last year, a Muslim man, Mohammad Ikhlaq, was beaten to death in response to rumors that he had slaughtered a cow and eaten beef. A preliminary investigation found that the meat retrieved from Mr. Ikhlaq’s home was goat.

In a report last year, the United States Commission on International Religious Freedom, an independent federal commission, criticized the B.J.P. for Mr. Ikhlaq’s death, saying that party members have used suspected violations of laws banning beef consumption to “inflame Hindus to violently attack Indian Muslims.”

Haryana was one of the Bharatiya Janata Party’s earliest electoral victories after Mr. Modi won resoundingly in the general elections in 2014, and he campaigned heavily in the state. The Commission to Serve Cows was set up in 2010, but it became more active in 2014, when Mr. Mangla became its president. Haryana has also set up a police task force with 15 officers in each district to detect cow smugglers, Mr. Mangla said.

Pointy seem to have a thing for cows!  i met many muslims in india who dont eat beef out of respect for hindus.  but i guess some do and irritate them cow lovers.

Not saying its right, but you have to be sensitive to the environment!  how many people in the West will tolerate dogs being killed and eaten next door.  The female cow is holy for a reason, and that reason is lived out daily in India and even in Guyana.  I met a Muslim man from Guyana who refuses to eat beef for the very "mystical" reason Hindus don't.

According to the last national census [2011], there were 966.3 million Hindus, making up 79.8% of the population of India. There were 172 million Muslims, accounting for 14.2% of the population. And Dalits or lower-caste Hindus make up 16.6% of the population.

India is a secular country supposedly with a high level of religious tolerance. While it is praiseworthy that some Hindu groups want to protect cows, they must respect the culture and dietary habits of Muslims and others who eat beef. Killing and beating Muslims and Dalits is not the ideal way to protect cows. There are more reasoned and enlightened alternative ways.

Try taking a piece of pork to Saudi Arabia and  most muslim countries since someone likes eating it and see that happens to you.

There has to be respect for both Muslims and Hindus across the world. If India choses not to allow the eating of beef then it is equally important for Saudi Arabia and all other Muslim countries to ban pork.

There has to be respect for both Muslims and Hindus across the world. If India choses not to allow the eating of beef then it is equally important for Saudi Arabia and all other Muslim countries to ban pork.

End of story. What is fair is fair.

Saudi is an intolerant hateful, backward regime and society. You cannot compare to India, a secular and forward thinking society!  There is nothing fair, only fear!

yuji, India is a SECULAR STATE. Saudi Arabia and "most muslim countries" are ISLAMIC STATES governed by SHARIA LAW. In other words, relatively speaking, India is a progressive country. It should stay so.

I have some Korean neighbors. They tell me dog meat is delicious. Two months ago there was a Dog Meat Fest in a park near me. Some residents objected but the Fest went ahead. At the current Canadian National Exhibition in Toronto, according to the news, one of the foods contains crispy crickets and other bugs, which are reportedly protein-rich.

I [unwittingly] ate cat meat in New Brunswick, tasted like chicken, but "cheezier". never tried dog.  Also never tried crispy bugs, but sounds delicious.  The closest to bug i tried is shrimp!

A couple of months ago, I was with  my wife walking in Sam's club parking lot. A Somali woman with two phones(talking on one ) not paying attention almost hit my wife. I screamed at her and she took offence for the rebuke. He was cussing(vulgar) for about 3-5 mins about Christians saying "F:U:C:* christians" and that Islam was the best. Not sure why? As she continued I pulled a pack of uncured bacon turkey bacon from the cart and told her that I will throw this bacon in her lap.  She rolled up the window and sped out in a hurry. She could have won the Indy 500 that day.
