Anta, the Govt. Any Govt. Could do everything u mentioned and more . But it boils down to the individual. Once people make up their minds that they're gonna do something, chances are they will.

Understood. But the process of making up their minds can be impacted by intervention via education and counseling. It is the government's responsibility to build proper infrastructure that has a direct impact on living standards. The rural areas that produce much of the food in Guyana suffer deplorable living conditions. Farmers have always had to struggle to get their produce to market. Why? Where are the community centers and sports and games and recreational activities other than rum drinking? Why isn't there a massive campaign to educate people how easy it is to move on from a rejected lover rather than chop up and poison?
