It's all India can afford.

They were doing something twisty. India has denied access to the Russian experts sent to investigate the accident.

Now this incident shows the precarious situation in which Indian military work and their poor access to technology. The accident happened when the submarine was docked at the port and yet they haven't been able to recover the bodies. Imagine if the accident occurs in the deep seas, they would never get to know about it.
