Is Carl Greenidge a Dunce?

The word dunce may be too hard against Greenidge. Not because a man destroy an economy mean he is a dunce. What is a better word?

We tend to think that the everyone who carries a diploma from a respected university can make a difference for society. It is not always true. Some of the most inefficient economies in the developing world have some of the brightest academics educated and mentored in the West. I don't know much about C. Greenidge besides the fact he was the finance of Guyana during a time when the economy was in a tailspin.
