I would like to know if Dr Jagan said he wants to be PM and Burnham Executive President.

Forbes Burnham would be President and Dr. Cheddi Jagan would be the Prime Minister.

What difference does it make? They both embraced each other to screw Guyana by seizing companies and nationalizing them.

There were on and off meetings/exchange of letters between the two leaders from 1978 until the death of Burnham. The meetings and exchange of letters were kept from the public.  The issue that was the stumbling block was who will be the first leader of such a coalition. It is never solved by the two leaders and the negotiations just became one leader trying to convince the other leader in letters that he should be the first leader.

That probably happened in the end. But it took a long time to come to this stage.
