There were discussion along that line, but Forbes Burnham passed away and Desmond Hoyte took another path.

The issue that was the stumbling block was who will be the first leader of such a coalition. The decision of leadership were resolved ... Forbes Burnham as President and Dr. Cheddi Jagan as Prime Minister.
The issue is that, unfortunately, Forbes Burnham transitioned in life and Desmond Hoyte took a completely different path.
