Subject to Section 44.1 states the parties to this agreement shall keep confidential, all matters relating to this agreement and shall not make any disclosure and shall use their best endeavours to prevent their employees, agents and servants from making any disclosures to any person of any information, data documents, secret deals, transactions or affairs of or relating to this agreement.”

I am sure Granger/Harmon can disclose the contract. Dictators don't honor contracts or need permission to do anything. If they do, who is going to stop them?
