Opposition Leader Bharrat Jagdeo today submitted a list of six nominees to the post of Chairman of the Guyana Elections Commission. They are Retired Justice of Appeal B.S. Roy and William Ramlal; businessman Gerry Gouveia and attorneys Kashir Khan, Nadia Sagar and Oneidge Walrond-Allicock.

A release from the Opposition leader’s office follows;

Today, I submitted to President David Granger, the names of six (6) persons for the appointment of a Chairman of GECOM, pursuant to the provisions of Article 161(2) of the Constitution of the Cooperative Republic of Guyana.     The six (6) names are as follows:

  1. Justice of Appeal B.S Roy (ret’d);
  2. Justice William Ramlall (ret’d);
  3. Ms. Oneidge Walrond-Allicock, Attorney-at-law and a former Magistrate;
  4. Mr. Kashir Khan, Attorney-at-law;
  5. Ms. Nadia Sagar, Attorney-at-law;
  6. Mr. Gerald Gouveia.

Having regard to the antecedents in relation to this matter, arriving at these six (6) names was not an easy task. I embarked upon an elaborate and protracted public and private consultative process which lasted several weeks, during which I solicited the views of, and sought nominations from, many nationally renowned persons and various important stakeholders’ and representative organizations, in my efforts to ensure that I present six (6) names to the President who satisfy the requirements contemplated by Article 161(2) of the Constitution.

I take this opportunity to thank all the organisations and persons who participated in this important consultative exercise. In particular, I wish to thank the Hon. Madam Justice Desiree Bernard, Madam Justice Claudette Singh (ret’d) SC, Mr. Ralph Ramcharan SC, Timothy Jonas and Ronald Burchsmith, Attorneys-at-law, and others with whom I consulted but who indicated that their current commitments do not permit them to serve in the office of Chairman of the Guyana Elections Commission, at this point of time.

It will be observed, that in respect of the names which I submitted to the President, one(1) is a former Judge of the Court of Appeal of Guyana; one(1) is a former Judge of the High Court of Guyana; three(3) are Attorneys-at-law with over ten(10) years of good standing at the Guyana Bar and one(1) is a former Magistrate and therefore, qualify to be Judges of a Court having unlimited jurisdiction in civil and criminal matters in Guyana, in accordance with the Constitution of Guyana; and one(1) is a former Captain of the Guyana Defence Force, a Pilot, and a Businessman and Entrepreneur.

Mr Jagdeo is well advised to prepare a 3rd list because President will reject this 2nd one.

First one Prsident will scratch out is Gerald Gouveia who is perceived as a friend of the Jagdeo & Ramotar administrations.

President will scratch out retired Justice B.S. Roy whom his government forced into retirement one week after Carl Singh was shown the exit.

With much regret, President will also scratch out retired Justice William Ramlall; no dirt on him, just that he is not the right fit.

President will scratch out Kashir Khan and Nadia Sagar because neither is an ex-judge, a judge, not even a Senior Counsel fit to be a judge.

Now, considering Ms Walrond-Allicock, President will tell himself: "Some people will question how I choose this woman when I reject Khan and Sagar, two Indians." SCRATCHED.

Granger is now wishing that he had picked from the first list.  This is what you get when you decide to play with the deal master.  If he dares reject this list, the third list would have the real diehard PPP masters.  And then Jagdeo gets what he wants.  The Art of the Deal!

Use your noodle you will find out Granger have the trump card.

The trump card would be a no confidence vote against your PNC misfits.  Even the stupidest amongst them (except you!!!) have declared the govt a failure.

Let me interject here. From the outset President had absolutely no intention to heed Opposition Leader's recommendations. President has chosen new GECOM Chairman already but he is just going through the motion of following the so-called Carter Formula.

IMHO, if Gilbakka's Theory is validated, let it be known to all and sundry that Rigging is on President's Agenda in 2020. In which case Gilbakka will register his protest in his choicest language.

Sadly, PNC dictators will not listen to anyone. It is part of their DNA.

The question is that if that happens, will you take full responsibility for supporting the AFC to prop up a PNC dictatorship ?

Is Moses trustworthy ?

Is Ramjattan trustworthy ?

Please ponder a bit on those question before answering.
