I will adopt the reasoning of the Second Circuit Court of Appeals. They made the differentiation between terrorists who target America and our allies and terrorists who don't. I endorse that view.

Every nation acts in its own self interests. Russia was a cold war enemy at the time and they were taking turf in afghanistan with an eye on the middle east.
