I wonder what would have happened in Guyana if they had the actual Foreign Secretary say something to Ramotar via strongly worded statement.

A low ranking Tory MP made a call to a junior junior Minister within the Foreign and Commonwealth Office who publicly smacked Ramotar.
The Parliamentary Under-Secretary of State in the FCO is the third and lowest level of ranking of Ministers in the UK. You don't even get invited to Cabinet Meetings or Subcommittees of Cabinet.
