...Chinese company clears the air following reports out of Jamaica CHINA  Harbour Engineering Company (CHEC) Limited has sought to clear the air  on reports coming out of Jamaica, which imply that the China Road and  Bridge Corporation and China Communications Construction Company have  been debarred from bidding for road and bridge projects funded by the  World Bank. In  a statement issued yesterday, the Company’s Regional Director, Latin  America, Zhongdong Tang, stated that, “CHEC is not involved in and has  never been involved in any activity that has attracted any sanctions by  the World Bank” adding “CHEC itself has never been under any  investigation by the World Bank.” Here is a copy of the statement coming out of the CHEC Office: “China  Harbour Engineering Company (CHEC) Limited notes that the Office of the  Contractor General in Jamaica has recently commented on the debarment  by the World Bank, of China Communications Construction Company (CCCC),  the parent company of China Harbour Engineering Company (CHEC), from  being eligible to bid on road and bridge projects funded by the World  Bank for the period 2009-2017.” This is not a new matter. The issue  raised by the Office of the Contractor General

The Chinese company which the Bharrat Jagdeo administration gave the green light to for the massive expansion of the Cheddi Jagan International Airport (CJIA), Timehri has been debarred by the World Bank under its `Fraud and Corruption Sanctioning Policy’.

This stunning disclosure was made today by the Office of the Contractor General (OCG) in Jamaica which has raised serious concerns about projects that China Harbour Engineering Company (CHEC) is undertaking in Jamaica.

According to a report in today’s Jamaica Gleaner, the OCG discovered that CHEC’s parent company, China Communications Construction Company (CCCC) and, by extension, CHEC, have been blacklisted, since January 2009, by the World Bank, under the Bank’s ‘Fraud and Corruption Sanctioning Policy’. The OCG said that under the terms of the debarment, CCCC and “any firm directly or indirectly controlled by CCCC”, have been declared ineligible to be assigned any World Bank-financed contracts that are related to “roads and bridges”, during the period January 12, 2009 to January 12, 2017. The OCG said that CHEC is a major subsidiary of CCCC, and one of the two entities that is currently listed by CCCC as its “overseas business”. As such, the OCG declared that the debarment automatically extends to CHEC.
