Former Jamaica chief justice among Commission members named for inquiry into Linden shootings


Former Chief Justice of Jamaica, Lensley Wolfe O.J, . is among three prominent Caribbean nationals named by the Guyana-based Caribbean Community (CARICOM) Secretariat to serve on a Commission of Inquiry into the killings of three people during protest action in the mining town of Linden last month.

In a statement, the CARICOM Secretariat said the recommendations followed a request from the Donald Ramotar administration.

The other two members are former Jamaica minister KD Knight S.C and Trinidadian Senior Counsel Dana Seetahal.

In its brief statement, the Secretariat said that “following the unfortunate incidents surrounding the protests at Linden on 18 July 2012 which led to the deaths of three citizens of Guyana, the Caribbean Community (CARICOM) has been engaged with the Government of Guyana on a continuous basis.

“At the request of the Government of Guyana, the Community has recommended three distinguished CARICOM Nationals to serve on a Commission of Inquiry which is expected to enquire into and report on matters related to the events of that day.”

It described Justice Wolfe as a distinguished jurist and former Chief Justice of Jamaica, who is now Chairman of the Public Service Commission and also served as chairman of the Police Public Complaints Authority of Jamaica.

Knight is a practising attorney who has been a Senior Counsel since 1995 and has had a distinguished career in politics and law in Jamaica.

He has held positions in the cabinet of Jamaica including the portfolios of National Security and Foreign Affairs.

In the case of Seetahal, she has been a Senior Counsel since 2006 and is a former Independent Senator in the Trinidad and Tobago Parliament and a former lecturer at the Hugh Wooding Law School in that country, the CARICOM statement added.

Over the weekend, the Guyana government said it had reached an agreement to end the month long protest action in the mining town of Linden that left three people dead and millions of dollars in damage.

Residents of Linden had been protesting the decision of the government to increase electricity rates and according to the agreement “the situation of electricity tariffs in Linden will remain at the pre-July 1st 2012 rates and the implementation of a future tariff regime in Linden will await due consideration of the findings and recommendations of the technical team”.

The agreement reached with a delegation from Region 10, notes that the terms of reference of the technical team would include a review of the existing provision and consumption of electricity in the Linden community as well as consider arrangements to provide electricity to the Linden community and the tariffs to sustain such arrangements within a sustainable time frame;

Both parties agreed to cooperate to ensure that all documents, persons and resources required are provided to the technical team which will comprise of seven people, with three nominated by each side with a chairperson to be agreed upon by both parties.

The agreement also allows for the establishment of an Economic Committee to examine the employment situation of Linden and Region l0, as well as review the existing framework within which private investment is attracted to Linden and Region 10.

The Agreement was initialled by Prime Minister Samuel Hinds, Public Works Minister Robeson Benn, Head of the Presidential Secretariat Dr. Roger Luncheon and Teixeira while Region Ten’s Chairman Sharma Solomon and members of the opposition grouping, A Partnership for National unity (APNU).

I was actually hoping that reality (hilited area)was a fantasy...but, not so.
