Changes to the constitution requires the support of, at least, two-thirds of the MPs.

 

For all practical purposes, the PPP/C has 50% of the votes.

 

When has the PNC cum AFC made any concrete proposal to effect the change?

Self-explanatory my foot, you never once accepted that Guyana was under a dictatorship regime for 28 freaking years. You only claim the PPP is a dictator because they used the same constitution. The constitution is not only for the PPP, but for APNU/AFC to interpret in their daily functions. If you look back at history, you should be thankful for small favors.
