Chief Elections Officer Keith Lowenfield on Saturday presented his report of the national vote recount, showing the totals for the ten electoral districts which were signed off by GECOM’s own staff as being valid; when added up, Lowenfield’s report shows the Opposition People’s Progressive Party (PPP) winning the elections by 15, 416 votes.

The Constitution at Article 177 dictates that “if more votes are cast in favour of the list in which a person is designated as Presidential candidate that in favour of any other list, that Presidential Candidate shall be ‘deemed’ to be elected President and shall be so declared by the Chairman of the Elections Commission acting only in accordance with the advice of the Chief Elections Officer…”

Now that the Chief Elections Officer has presented his report showing that more votes were cast in favour of the list headed by Irfaan Ali, then he is deemed President and it is only left for the GECOM chair to declare him President.

The Constitution, in this direction, does not make any provisions for the Chief Elections Officer to pronounce on the credibility of the results; his only role, in this case, is to present the results.

For each of the ten certificates of the recount which gives the grand total, the GECOM staff, particularly the District Supervisors, signed off with these words: “I certify that the abovementioned totals were correctly compiled, ascertained and verified using the Statements of Recount….”

While Lowenfield has sought to discredit the entire elections by saying that he “cannot ascertain” that the results meet the criteria of credible elections, he was the one in charge of holding the entire elections and running the recount.

And it is Lowenfield in his report to the Chair of the Guyana Elections Commission (GECOM) Saturday who correctly gave the recount totals as certified by the senior recount staff.

And it was the GECOM staff, all under the command of Lowenfield, who certified the results for each electoral district when the recount was concluded.

A total of 2, 339 Statements of Recount were produced during the recount; these showed the total amount of votes cast for each party at each polling station.

The figures of valid votes cast for the parties from those Statements of Recount were then added up to get the totals for every district.

Before the signatures for every district, there was a table showing the results of the recount with the words “VALID VOTES CAST FOR EACH PARTY LIST OF CANDIDATES.”

The combined totals, as presented by Lowenfield on Saturday, shows the PPP winning the elections with 233, 336 votes. APNU+AFC secured 217,920 votes. Together the other parties secured 9,096 votes.

It means therefore that APNU+AFC lost the elections by 24, 512 votes.

APNU+AFC weaved a tangled knot and Lowenfield weaving more tangled knots. They're all tripping and trapping themselves blissfully. May God show them the folly of their fabrications.

In December 2018 PPP/C won no-confidence vote in National Assembly with 33 votes. That number 33 caused confusion in APNU+AFC camp. Now that the recount has established that PPP/C  won the elections with 233.3 thousand votes, it's more confusion plus desperation in APNU+AFC camp. Dem boys seh any number with the digits 33 means that APNU+AFC blighted. 😁

GECOM has made no official announcements of the seat allocation.

Distribution is made on the basis of 25 seats for the Regions plus 40 seats from the Top Up list.

The PPP will have 13 seats and the coalition 12 seats if it's winner takes all for regions won.

Based on the number of votes; primarily for the PPPC and PNCR/AFC; indeed there can be varied seat-numbers from region to region.

However, on the number of voted tallied for each party, PPPC will emerge with the majority of seats.

People need to read the Constitution of Guyana Cap 1:01, Article 177 (1)(b):

"...if more votes are cast in favour of the list in which a person is designated as Presidential candidate than in favour of any other list, that Presidential candidate shall be deemed to be elected as President and shall be so declared by the chairman of the Elections Commission acting only in accordance with the advice of the Chief Election Officer, after such advice has been tendered to the Elections Commission at a duly summoned meeting."

Here is the tabulation of the Regional and General election votes from the recently concluded recount submitted today by CEO Keith Lowenfield.
This is what matters and is the only aspect of his submission that the Commission should be paying attention to.

He also included in his observation report false allegations by the APNU+AFC which he elevated to anomalies and which if taken seriously could reduce the number of valid votes recounted from 460,352 to 185,260 (60%), thereby disenfranchising 275,092 persons.
In addition, seeks to cast doubt on the credibility of the elections with the use of words such as "does not appear to satisfy" and "cannot be ascertained".

Neither the recount order or the laws of Guyana allows him to make that judgment. Only a court, by way of a petition can do so.
Lowenfield has therefore acted ultra vires and every aspect other than the General Elections Recount Totals and the Regional Elections Recount Totals should be ignored by the Commission.

The PNC is fighting desperately to get GECOM to declare that election is 'null and void' so that can have another election.

They know that the PPP won because the results show that.    For what they did to the PPP during the last five years, they are afraid of a backlash.
