St. Kitts and Nevis (WINN): The Concerned Citizens Movement (CCM) Nevis Island Administration is defending its decision to cancel its contract with construction firm Surrey Paving for road works on the island and utilize its Public Works Department to complete the project. Minister of Works Alexis Jeffers said the Public Works Department can perform the work at far lesser costs. “Even before we got into government we knew there was a contract signed by Surrey Paving and the Nevis Island Administration at the time; Surrey Paving was given half of the money to start the project. When we got into office we met a bill—I think its for $383,000—which means they haven’t completed half of the work but they were looking for almost what I would say 80 per cent of the money,” Jeffers said.  He noted that the contract was not well “thought out” and suggested that the money was paid as part of the Nevis Reformation Party’s (NRP) electioneering ahead of the January 2013 island election.  The Works Minister said the scope of work to Surrey Paving to complete the repairs on Government Road was reduced which is expected to save just over $EC2.5 million. The Public Works Department will complete the road works. “Engineers are taught pretty much the same way. We have to have confidence in our people …they (Public Works) have the necessary capacity to do this work,” he said.  However, former junior Minister of Works in the previous NRP administration, Carlisle Powell says the government should complete the work and not comment on the arrangement the NRP had with Surrey Paving. “I have no idea whether or not the work will continue with Public Works because we haven’t seen any movement in that regard recently,” Powell said. When asked why the NRP government chose Surrey Paving to complete the roads works as opposed to Public Works, Powell said they were confident the company could do the work and alleviate the drainage problem in downtown Charlestown.  “If the people who are now in government are confident that Public Works can do the work and do it cheaper, we will know when they are done,” Powell said.  He refrained from commenting on whether the NRP had paid a substantial amount of money to Surrey Paving ahead of the completion of the work. “I am not interested in all of those little things. They have been in charge of the government since the 23rd of January of 2013. It is not for them now to keep talking about the cost of the road and how much they can do it for,” Powell said. “What they must do is complete the project to the benefit of the people of Hamilton and Charlestown and the people of Nevis.” - See more at: http://www.winnfm.com/news/loc...sthash.76lC2HhR.dpuf
