I have reasons to believe that she is a US resident
The big question is
Will she be able to serve the people for more than 6 months per year or will she give up her residency
It is likely that she is collecting Social Security so she may be reluctant to forgo this cash flow
Maybe she has returned to Guyana permanently so doesnt care if she loses her green card.
Also many immigrants have no SS to get as they lived in a cash world so never paid into it. That is in fact a perfect reason why some one will not apply for US citizenship when issues like this can come under scrutiny.
