MTA pays $250,000. for that small glass bus stop and make income on advertising billboards, Fact of the matter these stops when priced by contractors should cost around $60,000. so, where is the $190,000. and ads income going ? Parks Commission has been redoing parks , one is particular at Metropolitan & Park Lane South is costing millions when in fact it should only cost a few hundred thousand. Residents are asking questions because the park is not even better looking than the previous one.

Guyana cannot afford the waste we see in the USA. Further, if the Govt was to re-create the civil service exams and hire on merit the civil service could operate more efficiently but it is a haven for slackers , thieves and corruption. What Guyana needs is good system analysts to re-structure the civil service to function more effectively and efficiently and strong anti corruption laws. Fact of the matter is Guyana is very fractured and divided on too many levels so privatizing will add pepper and salt to already open wounds. The PPP Govt has to get off their lazy asses and fix the civil service and not be afraid of political backlash. Set new standards,let the employees know , have them attend weekend seminars to being them up to speed and then fire after 6 months if they are not up to speed .

BTW , Burnham had a great idea back in the 1970s to build a Govt complext somewhere on the outskirts of then GT to house all civil service departments with car pool , security etc to reduce waste . Maybe this should have been a priority rather than stadiums hotels and the like .

The PPP is in a capricious place with a margin of 3% keeping them in office. This building up of a patronage base is a hedge here. The Amerind vote is not stable nor is their sense that the diminishing numbers of turnout among Indians as a consequence of migration or disgust means they can lose another one or  two percent of their base. They are trying every which way to stay in power.

Patronage is their present scheme. Unfortunately, for them, a combined  campaign promise to turn everyone of these patronage jobsto permanent jobs and replacing the patronage system ith a merit based system of permanent workers can void that advantage. People do not like being held hostage to corrupt bosses.

This simple ploy is to get rid of the Opposition strong hold in the public sector and then they can bring in their own people into the system.

 This is already evident where minister children are being place in Government office as bosses.

And what will black people?

The PPP likes to drop lit matches in pools of gas and then scream when a fire starts.
